IELTS and HSK are both standardized language tests and are based on the A Common European Framework of Reference for Languages: Learning,Teaching,Assessment.IELTS has accumulated a wealth of experience as an authority on language testing since its entry into China in 1987,and the new HSK has developed on the basis of the lessons learned. Both are comparable as models of language testing, based on the theory of communicative language testing, with similar test frameworks and based on the CEFR test levels(IELTS 6.5-7.5,new HSK 5).Validity is the most important indicator in language tests, and the level of validity depends on whether the test meets the designer’s requirements. The paper chooses to analyze the data and materials through task characteristics framework.Quantitative and qualitative methods were used to analyze and compare the differences in content validity of the two language tests. Therefore, based on bachman and Palmer’s task characteristics framework, combined with IELTS and HSK.Using the reading samples from the IELTS and HSK questions,we analyze both the discourse input and the expected response characteristics according to the requirements of level C1 in CERF,make a comparative summary, and propose a method of content validity moderation in order to learn from each other and make the test quality improved. The analysis of the framework and validity, and the analysis of the influencing factors, confirmed that it is a reasonable and feasible method to moderate content validity, and the method of moderating content validity can be used as a reference for designing reading tests.
