| Yun-yang is one of the earliest established counties in Three Gorges reservoir area,with a long history of more than 2000 years as well as a great many of cultural heritages.The local culture of Yun-yang is nourished by various culture,such as Bu-Chu Culture,Three Gorges Culture,Three Kingdoms Culture,Han Culture and Immigrant Culture etc.Followed with the launch of the Three Gorges project,a large-scare of salvage excavations and heritages conservation in Xiajiang Area took place.And then heritages conservation became hottest topic among many different subjects and domains.From central government to local government all took measure of conservation,management and usage of heritages.So did the People’s Government of Yun-yang County.This research aimed to research,analysis and summaries works on conservation and usage of heritages in Yun yang.Divided in 6 chapters,this paper includes two parts.Based on literatures,documents and first-hand materials collected by investigations and interviews,the first part ordered historical development of heritage Conservation works in Yun Yang,into five stages,according to actors and their intentions.In the first stage,from the establishment of Yun-yang county to Qing Dynasty,heritage preservation was only carried out by individual local officials and intellectuals for the purpose of urban construction and sinitic epigraphy.In the second stage,during the period of the Republic of China,Western archaeologists entered Xiajiang area to investigate Paleolithic sites.Meanwhile,relics preservation had been incorporated in the managerial functions by the central and local governments in china.Thus heritages conservation works in Yun-yang modernized initially.In the third stage,from 1949 to1991,heritage preservation work in Yun Yang distinguished by its two-facedness.On the one hand,professional institutions for the management and protection of cultural heritages in culture sector were founded.On their own,archaeological investigations and excavations launched out.On the other hand,in political campaigns which were in order to condemn capitalisms induced massive destruction of cultural relics.The fourth stage is from 1992 to 2008.At this time,under the administration of central government and unified control of central agencies,with the cooperation of local governments,workforce across the country from various archaeological bodies,universities and heritage organizations participated in an extensive and systematic protection project.The fifth stage is from 2009 to the present.Main duties of heritage perseveration has changed from relocation and restoration of cultural heritages into follow-up protection and utilization,under management of local department.The second part introduced,analyzed and concluded the status quos,protection and utilization of cultural heritage resources in Yun Yang,on principle of related laws and regulations,according to materials organized by the Third National ArchaeologicalSurvey.Finally,this article shared some thoughts of heritage conservation and utilization works,hoping to find some solutions and improvement strategies.In conclusion,by building standard operation process,formulating proper policies and making relevant laws and rules,county government and its cultural department have installed a sound management system,ensured the security of relics,and enlivened cultural resources.In the meantime,by preserving Panshi City as a heritage park and upgrading Zhangfei Temple Scenic Area,integrated development of cultural heritage and tourism have been promoted.Nevertheless,further work in areas such as mass participation and bid data shall be required,so as to advance effective integration of protection and utilization of cultural heritages,and to push forward deep fusion of cultural heritage and tourism for Yun-yang County. |
