| As early as 1901 after the Eight-Power Allied Forces invaded China,the predecessor of the Japanese "Chinese Garrison",the Qing Dynasty Garrison,had been stationed in North China.After the establishment of the Republic of China,it was renamed the "Chinese Garrison".Before the Kwantung Army launched the September 18 th Incident,Japan had forcibly stationed troops in North China in accordance with the "Xin Chou Treaty" for 30 years.During this period,the "Chinese Garrison" also tried to make a strategic turn to improve its position and right to speak in the Army Central.On the grounds of participating in the battle to eliminate Zhang Xueliang’s forces in North China,the "Chinese Garrison" requested an increase in troops from the Army Central,but was not allowed.The garrison turned to the Kwantung Army’s assistance to launch the "Tianjin Incident",trying to use the Tianjin riots to threaten the lives and property of Japanese overseas Chinese,forcing the Army Central Committee to agree to increase troops.However,the Army Central did not want to expand the fighting in the Pingjin area.It warned the troops stationed not to be involved in China’s civil unrest and refused to increase troops.The Garrison also launched the "Second Tianjin Incident" that intensified the Sino-Japanese conflict.The situation of direct fighting with the Hebei Security Team forced the Army Central to urgently dispatch an infantry brigade from the Kwantung Army to provide support.After the Chinese side rejected the "Jinzhou Neutral Zone" plan proposed by the Japanese side,the Japanese side decided to increase troops in the "Chinese Garrison" and the Kwantung Army on the grounds of being deceived by the Chinese side.However,the Army Central only agreed to the Kwantung Army’s attack on Jinzhou and strictly prohibited the Garrison stationed in the war.The Kwantung Army also resented the Garrison’s involvement in affairs outside the customs,and worked with the Army Central to prevent the Garrison’s “active actions” from sending troops outside the customs.In view of the development of the situation after the Kwantung Army captured Jinzhou,the Garrison attempted to launch the "Shanhaiguan Incident" to prevent the Kwantung Army from penetrating into the customs.However,it was unexpectedly resisted by the Chinese defenders and had to ask for help from the Kwantung Army nearby,which caused the Kwantung Army to formally interfere in the affairs of the inside Shanhaiguan Pass.The garrison who tried to change the nature of its own "passive defense" and obtained the authorization of "active offensive",its "positive action" was rejected by the Kwantung Army and restricted by the Central Army.After the September 18 th Incident,the "Chinese Garrison" attempt to increase troops was partially satisfied,but the strategic shift was not completed. |
