Rhetoric is the study of rhetoric,which focuses on how to express thoughts and feelings according to the theme situation,using various words and expressions.It guides people to create and use various rhetorical methods to properly express the content by revealing the system of rhetorical ideas and the order of rhetorical phenomena.The rudiments of Western Rhetoric Originated from various speech and debate practices in ancient Greece,first appeared in the fifth century BC,proposed by corax,then inherited and developed by Aristotle,Cicero and others,and finally formed a rhetoric system.Rhetoric,as an art of persuasion and communication,takes the consensus generally recognized and accepted by the audience as the starting point of argument,increases or gains the audience’s trust through dialogue and communication.Therefore,it has been widely used in court debate,public speech and other fields since its establishmentPublic security mediation is subordinate to administrative mediation,which is one of the important ways for public security organs to solve mass disputes and maintain social stability.It is flexible,low-cost,simple and fast procedures,so it appears in a large number of grass-roots life,especially in grass-roots public security organs.For cases with simple facts and minor circumstances,the parties are more inclined to use mediation to deal with disputes.In the process of public security mediation,the public security organ adopts a more flexible way to resolve civil disputes and social contradictions in a timely manner,which not only improves the administrative efficiency,but also prevents a large number of civil to criminal cases in a timely manner,further maintains social stability and saves judicial resources.However,due to the fact that the current law on punishment of public security administration does not make detailed regulations on the methods and Strategies of public security mediation in theory,and the comprehensive qualities of the grassroots police and the mediation objects are uneven,the mediation of public security disputes can not achieve its expected purpose.To some extent,it is not only unable to persuade the parties to reach a compromise,but also because it is unfair The way of handling leads to intensified conflicts.Therefore,it is of practical significance to explore how to improve the mediation skills and the mediation rate of public security disputes based on the corresponding theory.This paper hopes to apply the theory of rhetoric to the practice of mediation of public security disputes,and to put forward some suggestions for the work of mediation of publicsecurity organs through grasping the psychological demands of the mediation objects and combining with certain persuasion and demonstration means,so as to increase the methods of mediation of public security disputes,improve the mediation ability of public security police,and further improve the success rate of mediation of public security disputes,so as to achieve The purpose of mediation is to resolve civil disputes and social conflicts.This paper is divided into three parts about the application of rhetoric in public order mediation.The first part is an overview of public security mediation.Through the description of the basic theory,the characteristics of public security mediation,the current situation and existing problems of public security mediation in China,it introduces the advantages of public security mediation for dispute resolution and the problems that public security organs need to overcome in the application of public security mediation.The second part is from the origin and development of rhetoric theory,the main theories of Western Rhetoric and Aristotle’s rhetoric theory to elaborate the basic theory of rhetoric,so as to find the possibility of using rhetoric in public order mediation and the significance of using rhetoric methods in public order mediation.The third part is a description of the specific rhetorical theory used in the way of public order mediation。And combined with specific cases of public security mediation to analyze and demonstrate.
