Public Hospitals In Public Health Emergencies Research On The Optimization Of Emergency Management System

China is in the transition period of deepening socialist reform,but in recent years,it has encountered various public health emergencies,which have not only posed a major threat to the health of the broad masses of the people,but also a very severe test of the ability of governments at all levels to implement.Emergency management of public health emergencies is an important part of the public hospital’s fulfillment of social responsibility,and whether a public hospital has perfect and efficient emergency management capabilities is not only related to the life and health of the people,but also closely related to social stability and harmony.However,at present,most public hospitals in China have not yet built an efficient and high-quality emergency management system that can fully respond to various public health emergencies.Based on the basic theories of multi-center governance and crisis life cycle,this thesis uses the literature research method,questionnaire survey method,interview method and case analysis method to take Z public hospitals in the outbreak of the new crown pneumonia epidemic as the research object,and specifically summarizes the current situation of the emergency management system of public hospitals to respond to public health emergencies.Based on the current situation,the problems exposed by public hospitals in handling public health emergencies are deeply discussed,and the main factors affected by them are comprehensively analyzed from the perspective of public management.The study found that there are main problems in the emergency management of public health emergencies in Z public hospitals: the emergency management mechanism is not perfect,the level of informatization is low,the cross-departmental coordination ability is weak,and the responsibility is not in place;these problems fundamentally reduce the efficiency and effectiveness of hospitals in the process of handling public emergencies,and limit the participation of social forces.In order to solve the above problems,this thesis puts forward some suggestions on how to strengthen the optimization of the emergency response system of public hospitals in public health emergencies from the basis of improving the emergency monitoring and early warning mechanism of hospitals,standardizing the emergency management and disposal process of hospitals,establishing and improving the coordination and joint control mechanism of various departments of public hospitals,and strengthening the construction of hospital emergency management responsibility system and accountability mechanism.It is hoped that through the research of this thesis,it will help to improve the response ability of the same main department to emergencies.
