A Research On Status And Effect Evaluation Of "Internet + Healthcare" In County Medical Community Of Anhui Province

Background:Under the establish of county medical community,"Internet+healthcare"has attracted attention due to its advantages in facilitating proper allocation of resources and providing convenient and high-quality medical services.For a long time,the in-depth development of the county medical community is restricted by the lag of information construction in Anhui province,under the opportunity of "Internet+healthcare",Anhui Province combines its own reality,carry out the construction of "Internet+healthcare" in the whole province,in order to build an internet information platform with service innovation,information sharing and efficient management,to optimize resource allocation,improve service efficiency and reduce service costs.Since the construction of"Internet+healthcare",some experiences have been achieved,which provides a new perspective for the construction of "Internet+healthcare" in the county medical community.Objective:Under the background that the central amplitude advocates the construction of county medical community,this research summarizes the construction framework and functional status of "Internet+healthcare",analyze construction effects and influencing factors,explore constraints in county medical community of Anhui Province,summarize experiences and practices,and propose targeted strategies.Method:This research was conducted through literature review and expert discussion,formulate 3 questionnaires about construction status,the satisfaction of medical staff and residents with "Internet+healthcare".Multistage stratified random sampling method was chosen to draw 3 counties,according to the economic situation of cities in Anhui Province.After data collection was completed,Epidata 3.1 software and SPSS 20.0 software was used for data entry statistical description,analysis of variance,factor analysis and multiple linear regression analysis.Results:（1）The status of construction framework and functional①At present,all county medical community is consistent in the construction framework of "Internet+healthcare",the Internet platform has three modules as the core:convenient service,intelligent management,and collaborative sharing.the Internet platform connects the smart hospital and AI assistant inside county medical community,and the regional health information platform outside.②All county medical community are focusing on the construction of convenient service function modules.Inside the module,the convenience service module focuses on the construction of medical services and health management services,with less construction of functions such as drug supply and medical security.The collaborative sharing module mainly focuses on resource system and telemedicine service construction.Intelligent management only involves functions such as mobile office and equipment management.（2）The satisfaction of medical staffs with "Internet+healthcare"①The medical staffs satisfaction score for "Internet+healthcare" was 4.10±0.67.Differences in education（F=4.582,P=0.004）,position（F=5.156,P=0.002）,and region（F=18.125,P=0.001）can result gaps in satisfaction scores.②Factor analysis results show that factors affect medical staffs satisfaction with "Internet+healthcare" include work pressure,work achievement,work ability,and the information quality of the Internet platform.Work achievement and work pressure have the greatest impact on the satisfaction of medical staff,followed by the information quality of the Internet platform,and the improvement of work ability has the least impact.（3）The satisfaction of residents with "Internet+healthcare"①The residents’ satisfaction score for "Internet+healthcare" was 3.89±0.84.Differences in age（F=35.727,P=0.000）,education（F=13.325,P=0.000）,marital status（F=14.334,P=0.000）,living status（F=7.214,P=0.000）,chronic disease can result gaps in satisfaction scores.②Factor analysis results show that factors affect residents’ satisfaction with "Internet+healthcare" include convenience of medical treatment,service quality,information quality and system quality of Internet platforms.Service quality and medical convenience have the greatest impact on residents’ satisfaction,followed by the system quality of the Internet platform,and information quality has a relatively small impact on residents’satisfaction.（4）Interview results:Most of the interviewers believed that the greatest value of the "Internet+healthcare" of county medical community is to reduce the time cost of residents’ medical treatment.In addition,the improvement of the service capacity of primary medical and health institutions has also been recognized by the interviewers.The shortcomings include that some functions cannot be realized,the application scenarios are insufficient,and the effect is not as obvious as that of the large general hospitals in the city.Conclusions:（1）The "Internet+healthcare" of county medical community in Anhui province is still in the advancement and exploration stage,and has achieved certain results,but the overall functional construction is still not perfect,and there are many problems in the promotion.（2）The medical staffs were satisfied with "Internet+healthcare".Differences in education,position,and region can result gaps in satisfaction scores.Factors affect medical staff’s satisfaction with "Internet+medical health" include work pressure,work achievement,work ability,and the information quality of the Internet platform.（3）Residents’ satisfaction with "Internet+healthcare" is average level.Differences in age,education,marital status,living status,chronic disease can result gaps in satisfaction scores.Factors affect residents’ satisfaction with "Internet+healthcare" include convenience of medical treatment,service quality,information quality and system quality of Internet platforms.Service quality and medical convenience have the greatest impact on residents’ satisfaction.（4）At present,the "Internet+healthcare" of county medical community has problems such as insufficient application scenarios,insignificant use effects,and difficulty in function construction.The factors restricting the "Internet+healthcare" of county medical community include imperfect policy system,inadequate financial guarantee,insufficient talent team,difficulty in system connection,and insufficient leadership support.
