Research On The Medical Assistance Of Poor Rural People In Wushan County,Chongqing

The medical assistance system is the bottom line item of China’s medical security system and an important content of the social assistance system.With the continuous advancement of China’s medical reform and the continuous improvement of the social assistance system,the rural poor in China are still facing physical,mental and economic burdens caused by a series of diseases.The medical burden of the rural poor needs to be solved urgently.Illness cannot be made a "worry" for tackling poverty,affecting the progress and quality of building a well-off society in China.Under the background of Chongqing’s first pilot program of medical assistance reform,Wushan County also initiated the reform and improvement of the medical assistance system,which played a certain role in promoting poverty alleviation and strengthening the effectiveness of poverty alleviation.This article takes the rural medical assistance system and its implementation status in Wushan County,Chongqing as the research object,collects government documents through field surveys and in-depth interviews,and obtains relevant data.The study found that the rural medical assistance system in Wushan County has problems such as the lack of assistance for some marginal poor groups,emphasis on post-doctoral compensation assistance and neglect of pre-illness preventive assistance,lagging in the effectiveness of general assistance,and low-level assistance that is difficult to compensate the poor Medical expenses,deviations in the handling of the medical assistance system by the village committees,and inadequate conditions of primary medical institutions.The reasons are mainly lack of targeted system design,lack of forward-looking assistance concepts,low awareness of the system,cumbersome application procedures for general assistance targets,limited assistance funds,lack of supervision of village committees,and uneven distribution of medical assistance resources,etc.Factors.In response to the above problems,combined with the specific conditions of Wushan County,countermeasures were proposed such as improving the awareness rate of the system,improving the efficiency of the rescue work,establishing a developmental rescue concept,optimizing the rescue fund guarantee mechanism,improving the supervision mechanism,and strengthening resource input.
