| Family doctor contract service is an important measure to promote the construction of a healthy China.Policy implementation is an important part of the public policy process,and promoting the implementation of family doctor contract services in rural areas is the key to realizing the comprehensive coverage of the policy.Family doctor contract service in Zhangzhou City is in its initial development stage,especially in the rural areas there are still some problems in the implementation process.This article uses the methods of literature research,investigation and observation to deeply investigate and analyze the implementation of family doctor contract service in rural areas of Zhangzhou City,finding that there are still some problems in the implementation of family doctor contract service policy in rural areas of Zhangzhou City,such as the willingness of the villagers to sign the contract is not strong,the effective utilization of contracted services by contracted villagers is insufficient,the villagers are not satisfied with the contracted services of family doctors,etc.Based on the theory of policy tools and two-factor theory and under the precondition of effective implementation of policies,the causes of the problems are analyzed and specified in this article as follows: the rationality of the family doctor contract service schemes is not enough;the organizational guarantee of policy implementation is insufficient;technical resources for policy implementation are insufficient;the effective communication in policy implementation is not enough and the supervision mechanism of policy implementation is not perfect,etc.Therefore,in order to promote the effective implementation of family doctor contract service in rural areas of Zhangzhou City,the following things need to be done: to improve the policy of family doctors’ contract service based on the actual situation in rural areas;To strengthen the team of family doctors in rural areas;Attach importance to the organic integration of "online" and "offline" technical resources;To strengthen publicity and communication inside and outside the policy through multiple channels;Improve internal and external oversight mechanisms during the implementation process. |
