| With the aging of the population becoming more and more serious,the prevalence rate of the elderly population is increasing,and the economic burden of the disease is becoming more and more heavy.Especially for the rural elderly patients,the economic foundation is weak,most groups have no fixed income,the level of medical insurance is low,and most of the medical expenses are borne by the family.The high disease burden reduces the medication compliance of elderly patients and increases the probability of poverty caused by illness in elderly patients’ families.Therefore,the formulation of the full coverage policy of essential medicines for rural elderly patients in primary health care institutions is aimed at ensuring the accessibility of essential medicines for the elderly,promoting fair access to essential medicines for elderly patients,and improving the sense of well-being and achievement of the elderly populationBased on the full coverage policy of essential medicines for rural elderly patients in primary health care institutions in Qidong City,a comprehensive evaluation index is established based on public goods theory and cross-subsidy theory.the methods of literature research,quantitative evaluation,qualitative evaluation,qualitative data collection and Interrupted Time Series are used to evaluate the effectiveness of the implementation of the policy,and then put forward suggestions to optimize the policy itselfThe study showed that the full coverage policy of essential medicines to a certain extent releases the demand for medical treatment of the beneficiary population,reduces the disease burden of the beneficiary population,stimulates the enthusiasm of medical staff in grass-roots medical and health institutions,and further promotes the implementation of graded diagnosis.However,in the process of policy implementation,there are also some phenomena,such as insufficient types of free medicines,insufficient inventory,insufficient connection of two-way referrals,unreasonable medicines use by doctors,and so on.Therefore,in the future,we need to further supervise,strengthen the rational use of medicines for elderly patients and their families,ensure the supply of essential medicines from the government level,and avoid out of stock. |
