Mass Mobilization In Health And Epidemic Prevention In Shaanxi-Gansu-Ningxia Border Region

The mass line is always the fundamental work line of the Chinese Communist Party.To adhere to the mass line and more deeply mobilize the masses is the important magic weapon for the Chinese Communist Party to lead the masses forward courageously.During the Anti-Japanese War,the Central Committee of the Communist Party of China actively carried out health and epidemic prevention work in Shaanxi-Gansu-Ningxia Border Region,and made important contributions to the health and epidemic prevention in the border area.In order to combat the severe epidemic in the border area,the CPC Central Committee adhered to the mass line throughout the process of carrying out health and epidemic prevention work,and carried out extensive and in-depth mobilization of the people in the Shaanxi-Gansu-Ningxia Border Region.The mass mobilization work carried out in Shaanxi-Gansu-Ningxia Border Region in the field of health and epidemic prevention is a feat marking that the Communist Party of China integrated the mass line into the health work,and promoting the backward health and epidemic prevention affair in a short term during the special period of the War of Resistance against Japan.This mass mobilization work promoted the development of health and epidemic prevention in the Shaanxi-Gansu-Ningxia Border Region,effectively supported the Anti-Japanese War,and further consolidated the party’s mass foundation.To study the mass mobilization in the health and epidemic prevention work in the Shaanxi-Gansu-Ningxia Border Region under the leadership of the CPC Central Committee,it has not only theoretical value,but also important practical significance for the development of current health and epidemic prevention of our country and for the construction of the health road with Chinese characteristics.This paper takes the mass mobilization in the health and epidemic prevention work in the Shaanxi-Gansu-Ningxia border region as the research object,expounds the historical background and development process of the mass mobilization in the health and epidemic prevention work in the Shaanxi-Gansu-Ningxia Border Region,and studies the form,content,effect,characteristics,experience and enlightenment of the mass mobilization in the health and epidemic prevention work in the Shaanxi-Gansu-Ningxia Border Region.This paper consists of the following six parts:The first part is the research origin of this paper.Combining the collected literature materials,a brief overview about the research significance of the topic selection,research status,research content,ideas and innovations of this paper is given.The second part is the historical background of the mass mobilization in the health and epidemic prevention work in Shaanxi-Gansu-Ningxia Border Region.Through combing the relevant literature,it points out that the situation of health and epidemic prevention in the Shaanxi-Gansu-Ningxia Border Region was relatively severe.There,the medical and health economy was underdeveloped,medical funds were insufficient and medical resources were scarce.In addition,feudal superstition prevailed in the border areas,and the people’s hygiene awareness was weak.Japan’s germ warfare had also increased the burden of health and epidemic prevention work in the border areas.In order to support the Anti-Japanese War and promote the development of Shaanxi-Gansu-Ningxia Border Region in the fields of economy,health,and society,it was necessary to vigorously carry out the mass mobilization in the field of health and epidemic prevention.The third part is the main content of mass mobilization in health and epidemic prevention work.This part mainly focuses on the successful practice of the mass mobilization by the Communist Party of China in the field of health and epidemic prevention in the Shaanxi-Gansu-Ningxia Border Region,and analyzes the mobilization content of the mass mobilization in the health and epidemic prevention work of the border area.The content of the mass mobilization in the health and epidemic prevention in the Shaanxi-Gansu-Ningxia Border Region is relatively rich,including the popularization of health and epidemic prevention knowledge,knowledge of livestock disease,and methods of scientific breeding,as well as criticism of feudal superstition and mobilization of the participation of the people in the border areas into the formulation of health conventions,vaccine inoculation and medical and health cooperatives.The fourth part discusses the main form of the mass mobilization in health and epidemic prevention work.This part analyzes and sums up the main method of the mass mobilization: to combine propaganda mobilization,mobilization in the form of educating the masses,and mobilization in the form of motivating the masses.Propaganda mobilization is the main mobilization method adopted in the border area.On the one hand,it was propagandized through text media represented by newspapers and small picture albums,and on the other hand,it integrated the propaganda content into the culture of folk activities with characteristics of northern Shaanxi.Mobilization in the form of educating the masses and mobilization in the form of motivating themasses were the important supplementary methods for comprehensively carrying out the mobilization in border areas.Mobilization in the form of educating the masses was mainly to integrate the hygiene general knowledge course into the curriculum content of the new text winter school,evening school education,and middle school education.Mobilization in the form of motivating the masses mainly included three mobilization methods: setting up hygienic examples,holding sanitation competitions and sports games,which effectively mobilized the enthusiasm of the people.The fifth part is the effectiveness and characteristics of mass mobilization in health and epidemic prevention work.The mobilization work achieved remarkable results: it promoted the development of health and epidemic prevention in the Shaanxi-Gansu-Ningxia Border Region;laid a solid human foundation for the victory of the War of Resistance against Japan;and consolidated the mass foundation of the Communist Party of China.In the process of mobilization,the mass mobilization work in the health and epidemic prevention work in the Shaanxi-Gansu-Ningxia Border Region also showed four characteristics,namely: the mobilization methods were targeted,the launch of the mobilization work was oriented,the construction of health and medical system was systematic,and the propaganda mobilization ran throughout the masses mobilization.The sixth part is the experience and enlightenment of mass mobilization in health and epidemic prevention work.The mass mobilization of health and epidemic prevention in the border areas had achieved great results.It left us with practical experience that can be used for reference: When carrying out the health and epidemic prevention work,we shall attach importance to the party’s leadership;attach importance to the dominant position of the people;attach importance to the construction of health and epidemic prevention organizations;and take the right mobilization methods that adapted to local conditions.The experience provides a reference for the Chinese Communist Party to lead the masses of the people to build a healthy China.It also left us with profound enlightenment: We shall persist in putting people’s health in the strategic position of priority development;mass mobilization is a necessary means to prevent infectious diseases;to establish a sound health propaganda system,we must adhere to the mass line,to establish and improve a health and epidemic prevention organization.
