As a fundamental issue concerning the national economy and people’s livelihood,the issue of " agriculture,countryside and farmers",Always regarded as the top priority of the Party’s work.In order to narrow the development gap between urban and rural areas,To solve the imbalance and insufficiency of urban and rural development,The report of the Nineteenth National Congress of the Communist Party of China clearly points out that the strategy of Rural Revitalization should be implemented.Rural Revitalization,It means the revitalization of rural industries,talents,culture,ecology and organization.In this process,how to promote the construction of beautiful countryside in order to promote rural revitalization deserves special attention.But in the reality of rural construction,The extensive development mode of rural industry has seriously affected the ecological environment,and the farmers’ production and life style has caused damage to the environment to a certain extent.It is difficult to solve the problem of environmental protection governance by relying solely on environmental governance itself.Moreover,farmers are not aware of environmental protection,Large quantities of domestic sewage are discharged at will,and domestic refuse is dumped at will,which leads to the pollution of rural streams and rivers and the blockage of rivers by garbage.It not only leads to the increasingly serious pollution of rural ecological environment,but also poses a huge threat to the health of rural residents.Through the representative problems of rural ecological environment in our country,such as farmers’ living difficulties,insufficient investment funds,lack of government policy support,aggravation of pollution sources transferred from rural areas,shortcomings of environmental management system,and farmers’ weak awareness of environmental protection,we realize that building beautiful countryside,environmental governance is the most important issue.In recent years,the Party committees and governments at all levels in China have taken rural environmental political work as an important fact to speed up the construction of beautiful countryside,improve the quality of life and the sense of well-being of peasants.Based on the construction of towns and villages,they have taken the improvement of the living environment of rural people as a breakthrough point.With this as the center,they have carried out various work,such as rural garbage treatment,town appearance improvement and so on,after a long period of time.Practice and exploration have yielded remarkable results,which have made the index of life happiness of the broad masses of peasants climb steadily.In recent years,Zeya Wenzhou has formed a construction path of renovation,innovation and development,which provides a good experience for the construction of beautiful countryside: Priority should be given to scientific planning and rational distribution of rural construction;environmental protection education should be strengthened to enhance farmers’ awareness and participation in environmental protection and enhance the working ability and efficiency of functional personnel;rural governance should be strengthened,the powers and responsibilities of governments at all levels should be clarified,and the rural environmental assessment and incentive mechanism of local governments should be improved;financing mechanism of rural environmental protection should be improved,and rural ecological compensation mechanism should be explored actively.Acquiring compensation funds,taking financial funds as the leading factor,making full use of social funds,and making every effort to develop rural collective economy and strengthen its own economic foundation.Beautiful rural construction is not simply to improve the rural environment,but to build a harmonious and livable beautiful countryside on the basis of rural economic development.To promote rural economic development,we must not sacrifice the rural ecological environment at the expense of economic development and environmental protection to promote each other.This requires that we firmly establish and implement the concept that green mountains are gold mountain and silver mountain,scientifically understand and grasp the dialectical relationship between the construction of beautiful countryside and economic development,organically integrate economic development with the construction of ecological civilization,and strive to achieve the complement of beautiful countryside construction and high-quality economic development.
