Study On The Impact Of Livelihood Capital On Livestock Breeding Behavior Decision-making In Xilingol League

As an important base of animal husbandry production and management,grassland occupies an important strategic position in the development of animal husbandry economy.Therefore,the protection and management of grassland ecology plays an important role of realizing the sustainable development of grassland animal husbandry.In 2011,China began to implement the subsidy and incentive policy for grassland ecological protection,which aims to reduce grazing rate,protect grassland ecological environment and help farmers improving their livelihood.It has been nearly a decade for this policy implemented in 2011.Although "partial" grassland ecological environment has been significantly improved,the trend of "overall deterioration" is still not allowing to ignore,which means this policy implementation has not fully reached the id eal goal.T here still exists the overgrazing behavior,so control the livestock breeding scale has always been the difficult point of grassland ecological protection.As the main body of animal husbandry economic development,the correct decision-making behavior of livestock breeding scale plays an important role in strengthening the protection of grassland ecological environment and promoting the high-quality development of modern economy in the pasturing area.The decision-making behavior of livestock breeding scale of the herdsman largely depends on the natural capital,material capital,human capital,financial capital and social capital of the herdsman.Therefore,to study the impact of livelihood capital on livestock breeding behavior decision-making is significance to Improve the livelihood capital level of herdsmen,optimize their livestock breeding scale and promote their modernization of animal husbandry.This paper under the livelihood capital framework,used 200 herdsman microscopic investigation data of Xilingol League area of Inner Mongolia,first of all,using the entropy method to analysis the livelihood capital of herdsmen,the measurement results show that the Xilingol League area herder social capital is the most abundant,followed by physical capital,financial capital and human capital in the general level,and the impact of natural capital relatively has become weake d.Secondly,this paper uses the Binary Logit model to analysis herdsmen’s livelihood capital whether influences their livestock scale decision-making,the empirical research results show that the natural capital in pasture area,the average education level of labor in human capital,the family cash income in financial capital,family members hold government position in social capital,and neighborhood relations are all have the significant facilitation on the decision-making of whether reduce the livestock scale.T he number of livestock in physical capital,the quality of grassland in natural capital and the amount of loan in financial capital all have significant inhibitory effects on the decision of whether to reduce the scale of livestock breeding.Finally,on the basis of Logit model test,multiple linear regression model is used to test the influence of various livelihood capital on the scale reduction of livestock breeding the,result shows that the grassland area in natural capital,the family cash income in financial capital,family members hold government position in social capital are all have the significant facilitation on how much reduce the livestock scale.While the quality of grassland and the amount of loan have significant inhibitory effect on the decision of reducing the scale of livestock breeding.Based on the above conclusions,this study puts forward the following suggestions: improve the level of social capital in pastoral areas,expand the scale of social relations among herdsmen;Strengthen the material capital construction of pastoral areas and change the mode of production and management of animal husbandry;Improve the financial capital of the pastoral households,improve the financial market service of pastoral areas;attach importance to the human capital accumulation of herdsmen and guarantee their income stabilization.
