| Soil and water resources are the basic resources for human survival and development.If don’t take effecive measures are not taken in production and construction activities,it is easy to cause serious man-made soil erosion.In recent years,with the development of the western region and the implementation of the Belt and Road Initiative,the infrastructure construction of the whole province has entered a period of rapid development,especially with the continuous deepening of the reform of "deregulation and service",which has brought great challenges to the supervision of soil and water conservation.Highway project has the characteristics of large amount of disturbance area is large,the conditions,in the production of construction projects as the typical representative,in the paper is mainly through to the highway project supervision problems of soil and water conservation research,analysis of the problems existing in the process of regulation and the reasons of the problem,based on this,puts forward ideas and policy Suggestions on the optimization,the optimal regulation of soil and water conservation to provide relevant reference for the government.The Paper takes the Baiming highway as an example,uses the literature method,the questionnaire survey procedure,the case analytic method,the analytic hierarchy process and so on many kinds of research methods.The difficulties and problems of soil and water conservation supervision were put forward,such as the lag of follow-up design and supervision monitoring,the long time of follow-up design of soil and water conservation,the low frequency of administrative supervision and inspection,the single means of administrative supervision and inspection,and the lack of whole-process supervision,the causes of the problems were analyzed from the administrative management,production and construction units and social levels,and specific countermeasures and suggestions were given for the main problems,which could provide reference for the government to optimize the supervision of soil and water conservation in production and construction projects and enhance the efficiency of supervision. |
