Soil and water loss is an important problem that disturbs the construction of human ecological civilization and sustainable development.Water and soil loss is a serious problem in Fenghuangling small watershed in Changle County.Based on the characteristics of the project,this paper has drawn up several objectives in the feasibility study of the project:technical scheme,economic benefits and social benefits.This project is comprehensively evaluated according to the above objectives by using analytic hierarchy process.Build a multi-objective evaluation matrix for the feasibility study of this project,obtain the weights of different evaluation indexes on the overall objective,and compare the scheme with the industry benchmark for comprehensive evaluation.Through comprehensive evaluation and research,it is found that the economic benefit target weight is the largest,the social benefit target weight is the second,and the technical scheme weight is the last.The planning level of this project is relatively high.The degree of control of water and soil loss in the project area has reached the national first-class standard.The control effect is excellent and can effectively improve the current situation of water and soil loss in the project area.This project has a huge rate of return and a short payback period.It can bring greater economic benefits to the project area in a short period of time,promote the development of the project area and increase the per capita income of the project area.At the same time,it has a positive impact on the resources and environment of the project area and is conducive to the sustainable development of the project area.The comprehensive technical scheme,economic benefits and social benefits compare the expected objectives of the project with the industry benchmark value.The project comprehensive evaluation score for water and soil conservation in Fenghuangling is far greater than the comprehensive score for the industry benchmark value index.It is considered that the project is feasible and the project has good governance effect,economic benefits and social benefits.The implementation of this project is also accompanied by risks.Fuzzy AHP is further used to evaluate the risks of the project.Nine risk items have been determined in the project,and the overall risk value of the project is 4.872,ranging from 3 to 5,which means the overall risk of the project is low and the project is feasible.At the same time,the weights of different risk items are sorted to determine the importance of different risk items,and combined with the actual situation,the risk prevention and response measures of this project are given.
