Research On The Development Model And Mechanism Of Innovative Industry Driven By Urban Renewal

New construction land has been very limited,and urban renewal based on the development of stock land has become an inevitable choice for all regions.The implementation of urban renewal action is a major project with clear outline of the "14th five year plan" and the long-term goal of 2035.At the same time,in recent years,scientific and technological innovation and industrial transformation and upgrading have become the core links of high-quality development.Therefore,innovative industries have received unprecedented attention in China.In the above context,many first and second tier cities in China actively promote the development of innovative industries through urban renewal.In recent years,there are more and more cases of promoting the development of innovative industries through urban renewal,but there are still relatively few studies on the relationship between urban renewal and innovative industries.Domestic scholars’ research on urban renewal and innovative industries is also mainly macro,and micro empirical research is relatively few.There is an urgent need to summarize the mode,mechanism and experience of urban renewal to promote the development of innovative industries.Based on this,this study mainly carries out in-depth research through typical cases in Guangzhou,Foshan and other places.Firstly,this study makes a summary analysis of the typical cases of 16 Urban Renewal promoting the development of innovative industries in Guangzhou,and explores the development mode and dynamic mechanism of innovative industries driven by urban renewal.Then,it makes an in-depth analysis of the two successful cases of Guangdong industrial design city and Yangcheng Creative Industry Park,and explores the park development mode,operation mechanism and existing problems under the top-down and bottom-up dynamic mechanisms.Finally,based on the above analysis and research,this thesis puts forward the action measures of relevant government departments,park operators and settled enterprises in the process of urban renewal and transformation promoting the development of innovative industries,and puts forward countermeasures and suggestions.Finally,the following conclusions are obtained:In the process of promoting the development of innovative industries by urban renewal in Guangzhou,two transformation design concepts,namely,reshaping the overall spatial layout and the internal space of old buildings,and integrating creative elements,are mainly used to upgrade the park and old buildings.After renovation,the renovation project mainly has five spatial layouts,namely enclosure type,garden type,park type,block type and group map type.The development modes of renewal and reconstruction projects mainly include cultural and Creative Industrial Park,high-tech industrial park and headquarters base.The three main driving mechanisms of Guangzhou urban renewal to promote the development of innovative industries are the transformation model led by the government,the transformation model led by land ownership and the transformation model led by the market.At the same time,many renovation projects are generally facing some problems in promoting the development of innovative industries.First,the problems left over by history restrict the process of renewal and transformation.Second,the existing planning and management system is difficult to meet the needs of the development of innovative industries.Third,the park’s development model and industrial positioning are seriously homogenized.In addition,through the in-depth exploration and analysis of Guangdong Industrial Design City,this study finds that government departments at all levels play an important role in promoting its construction and development.The provincial department in charge of land and resources has not only broken through the existing land policy system to solve the problem of stock construction land,but also implemented strong regional decentralization and given sufficient authority to Shunde District government to speed up its construction.In addition,the government has also issued financial support policies,preferential tax policies and preferential labor and personnel policies to support the development of settled enterprises.Relying on the communication resources of Yangcheng Evening News,Guangzhou Yangcheng creative industrial park has walked out of the development path of characteristic innovation.Its operators make full and reasonable use of media advantages,build and integrate the resources of the Party committee,the government and surrounding industries,give sufficient development power to enterprises in the park,and accelerate the development of enterprises.In order to better promote the development of innovative industries through urban renewal,all relevant government departments,park operators and settled enterprises need to work together.Government departments should actively innovate the system and mechanism,make use of old factories,village level industrial parks,urban villages,etc.,plan and build more "mass entrepreneurship and innovation" parks,provide tax,capital,space,technological innovation,project development and other support for nascent innovative enterprises,and explore appropriate ways to liberalize the land use control of innovative industrial parks based on urban renewal.Park operators should reasonably select innovative enterprises with multiple types and formats to settle in the park,strengthen platform construction and park services,and promote the connection and cooperation between enterprises,so as to create a relatively perfect social network,entrepreneurial ecosystem and Regional Entrepreneurial System of knowledge spillover.Enterprises stationed in the park should grasp the opportunity of the current national strong support for the "mass entrepreneurship and innovation" policy,seize the current opportunity of the whole country to vigorously promote "scientific and technological innovation",promote the development of emerging industries such as "digital economy" and "cultural and creative economy",and quickly expand and strengthen and make characteristics.
