For competing the profits of railways with Japan and It’s South Manchuria Railways Co.(S.M.R)in Fengtien region in 1912-1931,many of the railway lines were built by Chinese that belong to China,including the borrowing-railways like the SupingkaiTaonan,the Taonan-Angangchi,and the railways of self-construction like the ChinchouChaoyang,the Tahushan-Tungliao,the Mukden-Hailung.Before the railway construction,the railway constructors need to surveyed the way of railway lines and occupied the private land which the railway lines passed by probably,no matter what the railways belong to China or Foreign countries.However,for several reasons,the compensation had not been consigned to the citizens whose land were occupied by the railway constructors.That caused the negative influences of production activities and daily living to citizens.They asked the governments of local and Fengtien province to urge the railway administrations to disperse the compensation for reduced the loss of landoccupation and recovered the normal productions and living as quickly as possible.The governments tried to respond and figured out the problem that were appealed by citizens for the consider of their livelihoods.The solution of the issues of land-occupation by railways,which the constructive project of Chinese self-owned railways that in Fengtien region were promoted,and the social order along the lines of the railways were kept.But the essence of the land-occupation by self-owned railways in Fengtien region in the early Republic of China is an economic pillage for citizens,that caused a good deal of citizens bankruptcy,and they were trapped in troubles between the “National righteousness” and the “individual benefits”.Thus,the citizens had to make their reasonable choices for survive.This research has the realistic sence,it provides the historical cases and experiences for the settlements of the dispute of land acquisition in current Chinese society. |
