Energy is a basic strategic resource for the world economic development,and has been highly stressed since the Industrial Revolution.China is the second largest energy consumer in the world,which continues to promote social and economic development.However,numerous problems of energy depletion and low energy utilization efficiency are exposed.Under the circumstances of the sustainable development policy,it becomes urgent to increase energy efficiency,realize energy-saving and emission reduction.First of all,this thesis introduces the concept of energy efficiency and energy saving,making a detailed introduction of DEA model.Based on these theories,the index framework is established to construct the following three-stage DEA model-based energy efficiency evaluation model and energy saving potential analysis model.To test the feasibility of the evaluation model,the energy efficiency and saving potential of Jiangsu province is computed as case study.In the first stage of the model,environment factors and the random error interference are not considered,the energy efficiency is computed by using the SBM-DEA model with unexpected output.By removing environment factors and the random error in the second stage,the energy efficiency is re-computed with adjusted inputs in the subsequent third stage.Based on the energy efficiency results,corresponding energy-saving potential can be calculated and analyzed.Computational results demonstrate that,from the energy efficiency perspective,there are variations in index of integrated technological efficiency,pure technological efficiency and scale efficiency by considering environmental factors and the random error or not,which validates the importance of these factors on the energy efficiency.Furthermore,the economic development level,the industrial structure and the government influence can promote the improvement of the energy efficiency.Otherwise,R&D expenditure has a negative impact on the energy efficiency.The overall energy efficiency is evaluated at a medium level,which is mainly affected by inefficiency of scale efficiency.The results also shows that Xuzhou city holds the highest energy potential,arriving at 0.5 or higher,about 15 million tons of standard coal,which is followed by Taizhou city,Nantong city etc.Based on these comparisons,there are obvious differences among the different cities.Cities from the Southern Jiangsu Province present a higher energy efficiency and a lower energy-saving potential.Those from Central Jiangsu Province are with a medium level,and those from Northern Jiangsu Province are with relatively lower energy efficiency and higher energy-saving potential.Finally,based on the previous analyses,some suggestions are shown to improve the energy efficiency,and realize the energy-saving of Jiangsu Province. |
