It is an absolute guarantee for the operation of civil aviation. The regulations state that workload is one of the key factors limiting the quality of dispatch work, and that an inappropriate workload can make it difficult for dispatchers to perform their duties effectively.Dispatch release is an important responsibility of flight dispatchers, and every process of its release assessment is closely related to flight safety. Therefore,in order to effectively ensure the safety and efficiency of flight release,on the basis of scientific analysis of the impact of dispatcher load intensity on task performance, the scheduling and allocation mode of release tasks is optimized to achieve a balanced workload among seats. This thesis studies the scheduling problem of types of release tasks on non-equivalent release seats.Specifically,it starts from the following contents:Firstly, through a comprehensive literature analysis, the research progress and results were systematically sorted out from the two aspects of dispatcher workload research and production scheduling. And through on-the-spot investigation, the content and load sources of dispatch and release work were understood, and the airline’s current flight task allocation model was sorted out, which provides the background for this study. Then, the influence of dispatcher’s load intensity on cognitive ability and performance level was analyzed from subjective evaluation, reaction time index, physiological signal and mathematical theory. The study found that with the continuous work for a long time, the dispatcher’s load intensity has a superposition effect and becomes more significant, the brain activation degree is weakened, the cognitive response level is reduced, and the performance level is reduced. On this basis, combined with the characteristics of dispatch and release work, this problem expands the non-equivalent parallel machine scheduling problem in the manufacturing field, and describes the model of problem. In the modeling process,on the one hand, the influence of the dispatcher’s competence on the results is considered, and the comprehensive seat competence index is proposed to optimize the constraints;on the other hand,a dual objective function is established based on minimizing the total load of seats and minimizing the maximum load of seats,in order to obtain the release task allocation strategy under the load balance of seats.Later, two genetic algorithms based on binary coding and vector group coding are designed based on the traditional genetic algorithm for the problem model. The linear weighting idea is used to optimize the weight design and solve the dual-objective mathematical model. Finally, the validity of the model and algorithm in this thesis is verified by taking the dispatch data of Airline C as an example, and the optimal scheduling scheme of the release task satisfying the load balance among seats under different rules is given.
