The leasing accounting standards promulgated by the Ministry of Finance in2006 require the lessee to judge whether the lease is an operating lease or a financial lease based on whether the risks and rewards associated with ownership of the assets are transferred in whole at the beginning of the lease.Which makes the leasing business with the same nature adopt a completely different accounting treatment.In December 2018,the Ministry of Finance revised and issued Enterprise Accounting Standards No.21 – Leasing,the core change of the new leasing standards is the implementation of a "two leases in one" single model.In addition to the relatively small value of the lease business and lease term is less than one year of leasing business.The lessee should also be in the same form as other financial nature leases to operate the lease business,capitalization in the balance sheet,which requires the lessee almost every lease business must be included in the table to curb the arbitrary abuse of business lease forms by enterprises for off-the-table financing.For aviation enterprises that take too many business lease methods to obtain aircraft.The revision of leasing standards has far-reaching and lasting effects.In order to explore the implementation of the new leasing standards of airlines and their economic consequences.This paper first collects and collates the literature and related theoretical knowledge.Analyzes the core content of the changes in leasing standards and the expected possible impact,followed by China Southern Airlines as a research case.According to the requirements of the new leasing standards,the accounting treatment of China Southern Airlines related business and the financial statements data and data in recent years.Found that the new leasing standards will lead to a significant increase in the quality of accounting information disclosure of aviation enterprises,but the financial statements and their disclosure will have a great impact.So further explore the implementation of the new leasing standards in the operation,taxation,earnings management and other aspects of the economic consequences.And finally from the case companies,the aviation industry and standard-setting perspective put forward relevant countermeasures.China Southern Airlines as a large-scale,broad-based aviation enterprises,very representative,the analysis of this paper can provide reference for other airlines that have not yet implemented the new leasing guidelines and just implemented the guidelines.In advance to do a good job of risk response measures to reduce the adverse effects of the implementation of the new leasing guidelines. |
