At present,the whole society is paying more and more attention to quality.Emphasis is placed on expanding the supply of high-quality products and services by omprehensively improving quality and efficiency.Then,how to promote the quality improvement from the macro level is one of the common problems in the quality management worldwide.In response,some foreign theoretical experts have proposed that the National Quality Infrastructure(NQI),which consists of metrology,standards,certification and inspection,is the "final answer to global quality problems" and has attracted the attention of relevant researchers at home and abroad.China’s quality inspection departments and scientific research institutions have also joined the craze.They have conducted research and practice in NQI and have achieved initial results in the past ten years or so.However,there are still some problems to be solved,such as the construction methods and approaches of quality foundation studied in this paper.Because NQI covers a wide range and its mechanism of action is very complex,In this paper,study is limited to the level of valve Industrial quality Infrastructure in Taizhou.Considering that it not only involves metrology,standards,conformity assessment,management and other fields,but also faces typical system of system problems and characteristics such as complex content,diverse objectives,uncertain boundaries and constant dynamic development.During the research process,the basic situation of Taizhou valve industry and the development status of quality infrastructure were known through investigation,and the quality characteristic requirements of Taizhou valve industry were found out and listed in detail.The realization of the required inherent quality characteristics was taken as the beginning of the construction of industrial quality infrastructure system.In this paper,Innovative application of system of systems engineering theory and method to the construction of industrial quality infrastructure system will not only effectively promote its continuous evolution and development,but also serve as a beneficial attempt in system of systems engineering practice.Combined with the engineering method of system of systems engineering,through the research on related quality Infrastructure attributes at home and abroad and the analysis and discussion on the dynamic factors of industrial quality Infrastructure development,the system target connotation and capability characteristics of Taizhou valve industrial quality Infrastructure are summarized.Referring to the research results of current architecture modeling,an analysis framework of valve industry quality infrastructure based on capability requirements is constructed and modeled.Finally,combining with the hierarchical structure characteristics of the valve industrial quality Infrastructure,effectiveness evaluation framework of the valve industrial quality Infrastructure system is established,and an index system framework is established to conduct an empirical study on the construction of Taizhou valve industrial quality Infrastructure system(2017-2018).As a basis for decision makers to make macro analysis and forecast the development of the industrial quality infrastructure system,and to provide a panoramic system for the society to understand and supervise the quality infrastructure.The full-text research provides a new research idea for the construction of industrial quality infrastructure,helps decision makers to master the development situation,and makes the construction and development decisions of industrial quality infrastructure and NQI,which is the research purpose of this paper.
