At present,urban traffic congestion is getting worse.At the same time,the urban traffic travel structure is further enriched,and the travel decision-making objectives of travelers are increasingly diversified.In this study,the road congestion pricing is used to optimize the allocation of road resources and improve the operation of the transportation system.Combined with the complexity of urban traffic travel structure and the diversity of travel user groups,the traffic equilibrium network of multi-modes and multi-class is constructed.The conditions of stochastic user equilibrium and the problem of stochastic user equilibrium assignment are studied,and congestion charging model in a stochastic user equilibrium network of multi-mode and multi-class considering the heterogeneity of time value is established.In order to reflect the choice behavior of travelers more accurately,the heterogeneity of traveler’s time value is considered and the travel cost is comprehensively considered.In the congestion charging network,a general model of traffic equilibrium assignment considering the heterogeneity of travel time value is constructed.Then,two modes of transportation are introduced to describe the road traffic conditions,and the combination of travel mode division and traffic assignment in the network with bus and car modes is discussed.A Nested Logit model of multi-mode stochastic user equilibrium considering mode division and traffic assignment is established.Based on stochastic user equilibrium principle and method of variational inequality,this paper studies the construction of multi-mode stochastic user equilibrium model in traffic network with congestion charging.Different congestion charging policies have different effects on network equilibrium.Then,considering the influence of congestion charging policy on the network equilibrium state,given the comprehensive evaluation index of network performance,and aiming at minimizing the comprehensive network cost,the congestion charging policy in the network is optimized,and the bi-level programming model of the optimization of congestion charging scheme is established,and the algorithm of the bi-level programming model is discussed.Finally,virtual numerical examples are given to illustrate how the model is used and the corresponding algorithm is proved to be effective.Based on the results of an example,this paper analyzes and discusses the influence of congestion charging policy and heterogeneous time value on the travel choice and travel cost of travelers in stochastic user equilibrium network,as well as the influence of heterogeneous time value of travel groups on the optimization of congestion charging policy.This study is not only a positive improvement to the traditional traffic equilibrium model,which can further objectively and effectively reproduce the impact of congestion pricing on network state,but also the conclusion can provide the basis and theoretical support for traffic managers to put forward reasonable and implementable congestion pricing policies. |
