| Under the dual impact of rapid urbanization and climate change,China’s urban-water relationship are facing the dilemma of unbalanced development,which brings a series of urban water problems,such as water shortage,frequent floods,water pollution,water ecological environment deterioration and so on,and limits the sustainable development of the region.Among them,artificial water intake and index distribution,construction of drainage pipelines and terminal treatment facilities are the representative The unified urban construction mode ignores the natural water cycle law of water environment system and presents a strong engineering social water cycle mode.With the construction of land and space planning system,water environment system will be the bottom line of resources and environment in the future,which will restrict the behavior of urban planning and construction.At the same time,as the management unit of regional hydrological research and spatial planning intervention,urban watershed can effectively solve the spatial dislocation between administrative boundary and natural watershed unit in traditional urban water system spatial planning.Under the background of the new era,it is of great significance to explore the urban watershed planning from the perspective of urban-water relationship to promote the ecological civilization construction of harmonious coexistence between man and nature.Based on relevant literature research and practical cases,this paper summarizes the connotation,characteristics and coupling mechanism of urban-water relationship;This paper summarizes the necessity of urban watershed as a spatial optimization unit under the goal of urban-water coupling,and combs the change characteristics of urban watershed function evolution and urban-water relationship in different social stages;Taking Chebei Creek watershed in Guangzhou as an example,this paper explores the mutual driving and restraining effects of urban construction environment and water environment system;Finally,the principles and methods of urban watershed planning under the goal of urban-water coupling are discussed,as well as the planning strategies for urban construction environment and water environment system.The results show that the urban-water relationship of urban watershed is a coupling mechanism of driving and restraining each other between urban construction environment and water environment system;Urban watershed is a spatial optimization unit to achieve the goal of urban-water coupling,which meets the coupling requirements of scale coupling between watershed unit and spatial planning unit,and control coupling between water related space and land spatial planning;The relationship between urban and water in urban watershed has undergone a gradual coupling and coordination process in different social stages,and presents the functional evolution characteristics of "natural catchment unit with weak artificial intervention-urban drainage area with high density built environment-high quality ecological urban water system space";The driving effect of urban construction environment is reflected in the hydrological process of urban construction land expansion in small watersheds.The urbanization process will lead to the increase of surface runoff.At the same time,the expansion range of construction land is consistent with the change of surface runoff at the spatial level.The constraint effect of water environment system is reflected in the evaluation zoning of healthy water cycle in small watersheds The space layout and function direction are different.The planning of urban watershed under the goal of urban water coupling needs to improve the coordinated operation of urban water coupling,determine the planning principles of safety based,ecological priority,overall planning and sustainability,put forward the urban construction environment planning strategy for construction land and non construction land,and the water environment system planning strategy for water system space and water resources management. |
