In recent years,increasingly serious environmental problems have attracted the attention of government departments and the public.The country has paid more and more attention to the development of green manufacturing industry,and the NEV(new energy vehicle)industry has also become one of the important strategic industries in China.The development of NEV industry can not only reduce air pollution and energy consumption,but also promote the transformation and upgrading of China’s automobile industry and improve the competitiveness in the global automobile market.But at present,the NEV industry in China is still in the primary stage of development.Due to the difficulties in R&D,lack of funds and high price,the demand of NEVs is low,and the enthusiasm of related enterprises is hit.Therefore,the government has formulated a series of subsidy policies to deal with difficulties of the development of NEV industry.However,in the implementation of subsidy policy,there have been some problems such as enterprise fraud and excessive financial input,which has also had a negative impact on the good development of the NEV industry.Therefore,how to make scientific and reasonable subsidy policy and how to make the best production and operation decision for NEV enterprises have become the realistic problems faced by the government and enterprises.Based on this background,considering the factors of consumer choice,the degree of greenness,enterprise green technology,subsidy threshold and so on,this paper establishes the game models of government subsidies to consumers and NEV enterprises in duopoly competition environment.Based on the constructed model,this paper studies whether the government should set up a subsidy threshold and adopt graded subsidy mechanisms when it subsidizes different objects.Then,combining with the real data in a real case,it makes a numerical analysis to compares the advantages and disadvantages of the non graded subsidy mechanism and the graded subsidy mechanism,and analyzes the influence of different parameters on the optimal decision variables of the government,as well as the influence of different decision objectives on the selection of optimal graded subsidy mechanism.The results show that,compared with the non graded subsidy mechanism,the government’s measures of setting up the graded subsidy mechanism can save the total subsidy expenditure and bring greater social welfare,and can also promote the NEV enterprises to strengthen the investment in green R&D and promote the development of green environmental protection technology.At the present stage,compared with the graded product subsidy mechanism for consumers,the government’s graded R&D subsidy mechanism for NEV enterprises can bring higher environmental benefits,but the financial investment will also be higher.However,with the progress of green technology of relevant enterprises,the subsidy can be reduced.The innovation of this paper is to introduce the subsidy threshold and graded subsidy mechanism into the game model,and solve the problem from the optimization of NEV market scale and the minimization of government subsidy expenditure,so as to provide scientific theoretical basis for the formulation and selection of the government optimal subsidy policy,which makes it more practical and feasible.
