| With the upgrading of social consumption,people enjoy the convenience of express delivery,and at the same time,the goods they demand are more diverse,and the requirements for the timeliness of express delivery and the quality of delivery services are getting higher and higher.In recent years,cross-border e-commerce and fresh food logistics have gradually emerged,forcing the aviation logistics industry to focus on the expansion of full logistics chain services in addition to providing transport capacity.In terms of policies,the "Guiding Opinions on Promoting the Development of the Aviation Logistics Industry" issued in 2018 proposed that by the end of the 13 th Five-Year Plan period,the transformation of the aviation logistics industry must achieve significant results;the "Three-year Action Plan for State-owned Enterprise Reform(2020-2022)" approved in 2020 Year,encourage and support the cooperation between central enterprises and small and medium-sized enterprises,strengthen the synergy between the upstream and downstream of the industrial chain and supply chain,and jointly create advantageous industrial clusters.Therefore,it is very meaningful to study how the aviation logistics industry,which has suffered losses in ten years,realizes strategic transformation through mixed reform.This article selects the first sample of the mixed reform of the civil aviation industry,"Eastern Air Logistics" as the research object.The core question of the research is: How to integrate heterogeneous resources in the mixed ownership reform of state-owned enterprises? This article first introduces the background of Eastern Air Logistics’ implementation of the mixed reform and the “three-step” mixed reform model and the latest progress of mixed reform;secondly,according to the resource-based theory,the four aspects of resource identification,resource acquisition,resource allocation,and resource utilization are introduced.Progressive research: how Eastern Air Logistics selects strategic investors in the resource identification stage;how to allocate equity in the resource acquisition stage,and what heterogeneous resources it finally obtains;how to complement and match resources in the resource allocation stage;How to achieve the upgrade and optimization of the original business of Eastern Air Logistics in the resource utilization stage,thus summing up the heterogeneous resource integration mechanism in the mixed reform of Eastern Air Logistics;finally,the analysis of the effect of resource integration reached from the strategic level,market level,synergy effect and dynamic capability level.Through analysis of this article,the following conclusions are drawn:(1)The first level of mixed ownership reform implemented by state-owned enterprises,"mixed capital",is essentially the "resource identification" and "resource acquisition" stages in the resource integration mechanism.(2)The mixed reform of central enterprises should not only be limited to "mixed capital",but also need to reach the second level,that is,"mixed sources"."Mixed source" is the stage of "resource allocation" and "resource utilization" of the heterogeneous resources acquired.(3)State-owned enterprises can obtain dynamic capabilities through mixed ownership reform,and these dynamic capabilities can be gradually improved with the deepening of the mixed ownership reform.The reason why state-owned enterprises can achieve corporate strategic transformation through mixed-ownership reform is the integration and synergy of heterogeneous resources brought by strategic investors.The characteristics of this article are: First,the research perspective is innovative:Based on the resource-based theory,from the perspective of resource integration,it studies how companies conduct heterogeneous resource integration through mixed ownership reform;second,the research content innovation: This article takes the first sample in civil aviation industry "Eastern Air Logistics" as the research object,it is no longer limited to the description of the reasons,modes and performance of the mixed reform,but it refines and reveals the four aspects of resource identification,resource acquisition,resource allocation and resource utilization in the mixed reform.It also summarizes the mechanism of heterogeneous resource integration in the mixed reform of Eastern Air Logistics. |
