| In recent years,the scale of China’s nuclear power project construction has gradually increased.At this stage,China’s nuclear power project construction mainly uses third-generation nuclear power technology,and the project delivery method is mainly EPC general contracting mode.As a systematic large-scale complex project,the nuclear power projects,especially the first reactor projects,using the third-generation nuclear power technology,facing a common problem of tardiness due to design changes and the development obstacles of key equipment,it leads to increased project risks,higher construction costs,etc.,which have an adverse impact on the overall project interests and the development of the nuclear power industry.With the continuous development of the construction industry and the increased number of large-scale projects,in order to solve the problems of production waste,cost overruns and project delays,Integrated Project Delivery(IPD),a new type of project delivery method,received a growing concern by research scholars and industry insiders.It has been a short time since the IPD model emerged,a mature market standard has yet been formed,and what’s more,there is a lack of strong policy support,so it does not yet possess the condition to apply on nuclear power projects directly.However,based on the existing delivery method,IPD concept could be introduced to nuclear power projects through the innovation of mechanism and system,where an incentive mechanism based on IPD concept(IPD concept incentive mechanism)can be applied.In this way,partial effect of IPD model could be promoted to ameliorate the delay of nuclear power projects,which has important theoretical and practical significance on promoting construction of nuclear power projects,enhancing the capabilities of R&D and construction management on nuclear power engineering technology,meanwhile,applying the IPD model and concept on other project constructions.This paper studies the IPD model and its theory,summarizing the typical characteristics of the IPD model and the IPD concept.At the same time,combining the characteristics and the actual situation of nuclear power projects,analyzing the applicability of the IPD concept in nuclear power projects,"Benefit sharing" is proposed as a starting point,and the IPD concept is introduced into nuclear power projects by the construction of an incentive mechanism.Through the research of the incentive theory,the principles of the IPD concept incentive mechanism are summarized,combine with the background of nuclear power projects,each element of the IPD concept incentive mechanism is fully analyzed,and a relatively complete incentive mechanism is constructed.By the introduction and evaluation of the IPD concept incentive mechanism applied on a certain nuclear power project,it shows to a certain extent that the IPD concept incentive mechanism has played a positive role in enhancing cooperation among all parties and promoting project construction;at the same time,do a further research on the problems of the case and put forward suggestions for optimization and improvement,that is,the manpower input should be included in the calculation of the distribution ratio of each party,a simulation is done to calculate the distribution ratio.First of all,evaluating the value of each type of position based on AHP,set the original manpower input of each party "equivalent",and then the human input and distribution ratio of each party under the cooperation situation are calculated by the Shapley value method,so that the calculation model could be closer to the realistic situation,which could provide a certain reference to the further application of the IPD concept incentive mechanism to other projects. |
