With the frequent occurrence of extreme natural disasters and the close connection between urban infrastructure systems,large-scale power system blackouts occur frequently and tend to spread to other systems.The serious social and economic losses caused by such accidents make the disaster response capability of power system widely concerned.In order to evaluate the ability of power system to deal with extreme events,the concept of resilience is introduced.Resilience is the ability of a system to withstand and recover from deliberate accidents,as to distribution systems,it means the ability to withstand and recover from natural disasters or other serious accidents and ensure electricity supply.Improving the resilience of the system is of great significance to ensuring the normal operation of the power network under natural disasters.Firstly,this paper introduces the concept and improving measures of power system resilience,it is pointed out that the existing strategies for improving the resilience of distribution network mainly focus on the electrical topology planning and reinforcement,where the operation strategy of the distribution network during the emergency repair phase is given insufficient consideration,and the influence of traffic network and social factors in this process is also frequently ignored.In order to solve the above-mentioned problems,this paper presents a method to improve and evaluate the resilience of distribution network under typhoon disasters considering social factors.Firstly,the disaster mechanism of typhoon disaster to distribution network and traffic network is analyzed,and the fault model of distribution network and traffic network model of rush repair are constructed.Secondly,according to the principle of social factors in shortening the time of emergency repair and improving the resilience of the system,an optimization model of emergency repair strategy is established,which takes into account the repair demand,traffic cost and the level of operation and execution ability of personnel,to minimize the social losses in the whole process of emergency repair and enhance system resilience.Furthermore,three indices,including system adaptability,repair rate,and economic loss rate,are proposed to quantify the resilience of distribution network.Finally,Case studies on the IEEE33 bus system are implemented to verify the effectiveness and practicability of the proposed model.The results show that the proposed random failure scenario generation model of the distribution network takes into account the mutual influence between infrastructure systems under typhoon disasters,which is closer to the actual emergency repair;the optimization model of the emergency repair strategy for the distribution network based on the mechanism of social factors can effectively improve the system resilience without increasing the input cost of the distribution network;the proposed resilience evaluation model and indicators can more accurately analyze the resilience performance of the distribution network in the post-disaster recovery stage,and provide an empirical reference for the system to resist and deal with future disasters.
