The implementation of the strategy of strengthening the country by transportation is an important link in the development of the domestic economy.As one of the basic industries of the national economy,the transportation industry has social welfare shared by all.Taking into account the actual situation in my country,the toll system is implemented after high-grade highways are opened and operated.Therefore,setting a reasonable toll rate can not only make up for the funding gap,but also adjust the supply and demand and promote the full use of road resources.It is very important.Based on the development level of domestic road construction and the reform of investment and financing methods,this paper proposes the necessity of my country’s implementation of a toll system.Secondly,according to the current charging system by vehicle type,it is pointed out that the charging by vehicle type is beneficial to the promotion of the electronic non-stop system,and compared with the case analysis,in the early implementation period,the tolls paid by various types of vehicles are generally lower than those under the weight-based toll system.Fees can indeed promote related industries to reduce costs and increase efficiency.Third,according to the economic attributes of the transportation industry,starting with the comparison of existing pricing methods,in-depth research on pricing and competition in monopoly industries,and constructing a two-part pricing model for expressways.Finally,taking the Kunchu highway in Yunnan Province as an example,the feasibility of setting prices for the two departments was verified from the perspective of road users and consumer surplus.The research conclusions of this paper are as follows:(1)The highway is defined as a quasi-public product,which requires a combination of multiple influencing factors and the elasticity of price demand;and because it is a monopolistic industry,the pricing cannot be determined by a single method.There is a certain degree of feasibility in terms of pricing.(2)When the monthly average number of road users use is more than 8 times,the two-part system will pay less tolls,and the superiority of the toll method will gradually become prominent,which has certain feasibility.(3)For highways with insufficient traffic,the two price sets can attract traffic as much as possible,promote the effective use of road resources,and maximize social benefits.
