In 2013,President Xi put forward the "The Belt and Road" cooperation initiative,which has received positive responses from countries around the world.It has also brought new development opportunities for my country’s trade and shipping industries,and also put forward new development requirements.The shipping industry is an important support and guarantee industry for the steady development of trade and economy in my country.In order to support the shipping industry,the Chinese government has issued a number of policies in recent years,focusing on supporting and encouraging the development of the shipping industry,adopting a number of measures to improve the operating efficiency of shipping companies and improve the quality of the development of shipping companies.In2011,the State Council issued the "Opinions on Accelerating the Development of Inland Water Transport such as the Yangtze River" to guide the development direction of inland water transport;in 2013,the Ministry of Transport,Development and Reform Commission,Ministry of Industry and Information Technology and other departments jointly issued the "Old Ships and Single Hull Tankers Retirement Implementation in Advance Plan" to help shipping companies renew their ships;in 2014,the State Council issued "Several Opinions on Promoting the Healthy Development of the Maritime Industry" to promote the progress of my country’s maritime transport.On the one hand,under the premise that the domestic government focuses on supporting the shipping industry and the domestic economy suffers from the impact of external trade frictions and the impact of the global epidemic,in order to cultivate the competitiveness of domestic shipping companies and provide impetus to support the sustained growth of the trade economy,the government naturally will Provide corresponding government support for shipping companies.On the other hand,in my country’s shipping market,83.33% of listed shipping companies are state-controlled or share-holding companies.Research on the government support obtained by state-owned shipping companies is more universal and reference value.Therefore,this article takes the leading domestic shipping company and the central enterprise COSCO Shipping Holdings Co.,Ltd.as an example,focuses on the development path of state-owned shipping companies with government support,studies the ways in which companies obtain government support.Based on the case analysis,this article concludes that the government will support state-owned shipping companies through government subsidies and promote mergers and acquisitions;combined with the literature and the “Belt and Road” initiative,it is concluded that the government will promote economic development and support shipping.Motivations such as industries and supporting enterprises to implement the “The Belt and Road” initiative provide support to state-owned shipping companies;government support can have a positive impact on corporate performance,market competitiveness,and companies’ implementation of the “The Belt and Road” initiative.The end of the article,there are making some recommendations from the perspective of enterprises and governments.The research in this article provides case data for the impact of government support at the enterprise level,which has a certain reference significance for the behavioral model of enterprises developing with government support;providing a micro research perspective on the role of government support on enterprises,which has a certain degree of improving the accuracy of government support policies reference value.This article consists of six parts:The first part is the introduction,introducing the research background and significance of the article,clarifying research methods,and clarifying research contributions.This article combines the background of the times to study the behavioral patterns of government support obtained by state-owned shipping companies,which has certain practical significance;at the same time,it has a certain reference value to supplement the research on the motivation and performance of government support with case data.The second part first briefly defines the core concept of government support in this article,briefly introduces the case study objects and related parties of this article,and briefly explains the relationship between these companies;then sorts out the two methods of government support in this article,government subsidies and The relevant literature on related mergers and acquisitions is summarized and summarized to lay a solid foundation for subsequent case analysis.The third part first introduces the policy background of the case of this article,and then from the three perspectives of government support motives,methods and results,based on the government’s "supporting hand" and "predatory hand" theory,strategic restructuring theory,and management related to this article.Starting from the theory of synergy effect and Coase’s transaction cost theory,it analyzes the behavioral patterns and economic consequences of government support.The fourth part introduces the case,first introduces the selection of the case and the company background,briefly reviews the operation of COSCO SHIPPING Holdings Co.,Ltd.before obtaining government support,and what actions the company has taken in addition to government support to improve its own business performance.The fifth part is a case analysis,which analyzes and summarizes the specific methods of government support for COSCO Shipping Holdings Co.,Ltd.;analyzes the motivations of government support based on the government’s “supporting hand” theory and the current macro background of the “The Belt and Road”;constructs a performance evaluation system from the perspective of finance research on the comprehensive impact of government support on enterprises from the perspective of performance,the perspective of corporate market competitiveness,and the perspective of companies implementing the "The Belt and Road" initiative.The sixth part draws conclusions based on the case analysis process.The motivation for the government to support the development of shipping companies includes conventional motivations such as supporting the development of the industry,as well as the motivation to promote the implementation of the “The Belt and Road” initiative at the enterprise level in the context of current policies.Government support has a positive impact on corporate performance,market competitiveness and corporate implementation of the "The Belt and Road" initiative.Finally,based on the case study,make recommendations to the enterprise and the government.
