| As one of the most important energy sources in today’s society,electricity is the foundation of the national economy and people’s livehood.In today’s world,only a strong and stable power system can ensure the operation of national production and economic development.The power transmission and distribution industry,as a bridge to effectively connect the power generation side and the energy consumption,has greatly expanded the utilization range of renewable energy.Under the background of the energy revolution,the pattern of electricity production and consumption has been constantly changing.Only by continuously improving technical efficiency and scientifically planning the power grid can we meet the needs of the future.However,the impact of the power system reform on the power transmission and distribution industry is still inconclusive,and there are still few scholars who evaluate the power grid from an economic and institutional perspective and make suggestions for the future investment.Therefore,it is imperative to study the technical efficiency of the power grid.At the same time,the improvement of technical efficiency in the power transmission and distribution industry should not be at the expense of power supply quality.The power transmission and distribution department also plays a vital role in improving service quality.Therefore,besides the research on technical efficiency,the research on service efficiency in the power transmission and distribution industry should also be included.Using a balanced panel of 30 provincial grid firms for the period of 1999-2017,the paper applies a combination of four error component stochastic frontier analysis and directional distance function to estimate not only the efficiency of China’s power transmission and distribution industry but also the impact of deregulation reform on both technical efficiency and service efficiency.The result indicates that the change trends of technical efficiency and service efficiency are similar through the years and the impact of unbundling reform on technical efficiency and service efficiency is different.The deregulation reform has slightly promoted the technical efficiency,but has also played a negative role in improving the service efficiency.This proves that the power transmission and distribution industry may sacrifice service quality to achieve the improvement of technical efficiency,which inspires us pay attention to service quality in future efficiency analysis of transmission and distribution industry.At the same time,significance difference in efficiency were found between provinces and regions. |
