In recent years,the rapid national economic development has caused problems such as the destruction of the river environment and the drop in aquatic biodiversity.The river chief system is a river management system explored and established by local governments in China.The river chief system has been promoted and implemented nationwide because of its positive management impacts.In 2018,Hunan Province proposed the construction of model rivers and lakes in the context of the river(lake)chief system,requiring each town,village and street in the province to select a river(lake)for "model river(lake)" construction.At present,in-depth and systematic research on the Model River has not been carried out and the construction of the Model River is lacking in specific and scientific evaluation standards.This paper summarizes the research progress of river construction and evaluation under the background of river chief system,illustrates relevant concepts and theories of wet mountain area of western Hunan and analyzes strengthens,weaknesses,opportunities and threats(SWOT)of model river construction in wet mountain area of western Hunan.In the evaluation index system of model river construction in wet mountain area of western Hunan,HDE comprehensive evaluation method and gray clustering evaluation method based on the center triangle whitening weight function were applied to a county-level model river and four town-level rivers in Huaihua Zhijiang Dong Autonomous County.Comparing results of evaluation,this paper attains more accurate and reliable conclusions.Main research results are stated as below:(1)This paper analyzes strengthens,weaknesses,opportunities and threats of the model river construction in wet mountain area of western Hunan and determines the specific contents of model river construction.A framework of evaluation indicators system which is targeted at the evaluation of model rivers construction has been established,including four aspects of river water environment,ecological landscape,water security,management.Adopting a comprehensive method comprised of Experts Consultation and Principal Components Analysis to filter 30 indicators from preliminary selection,determine that the indicators layer consists of 20 indicators,of which are 11 quantitative indictors and 9qualitative indictors.According to local standards of the industry,regulations,documents and opinions of experts,this paper determines each evaluation indicator and classifies each level of standards.(2)This paper compares advantages,disadvantages and application scope of different weighting methods and adopts analysis hierarchy process(AHP)and structural entropy weights method to determine the weights of evaluation indicators.The paper then selects HDE evaluation methods and grey clustering evaluation methods based on center triangle whitening weight function and constructs two comprehensive evaluation models.(3)One county-level model river and four town-level model rivers in Zhijiang Dong Autonomous County were evaluated as the research objects.Comparing results of two evaluation methods,the paper determines that the consistency of evaluations reaches 100%.According to analysis results,this paper attains conclusions as below: In 2018,the construction of county-level model rivers in Zhijiang Dong Autonomous County is rated as Excellent,and the construction of model rivers in the four townships is Good.The ranking of them is listed as Luojiu Town model river,Xiaoping Village model river,Tuqiao Town model river and Niuguping Village model river.Considering actual situation in Zhijiang Dong Autonomous County,this paper proposes measures and suggestions that model rivers construction in Zhijiang Dong Autonomous County could learn something from in the future,including strengthening management responsibilities for river chief,improving the quality of rivers environment and promoting cooperation in environmental management.
