In recent years,our country made some policies to promote the reform of the power industry and adjust the energy consumption structure.Under these policies,the gas-fired power industry has been developing rapidly.Many studies have been carried out on the economic and environmental aspects of gas-fired power,but there is still no on-grid price rules of gas power that are popular and scientific.The imperfect pricing mechanism has seriously restricted the development of the gas-fired power industry.In view of the problems in the pricing of gas-fired electricity in China,this thesis studies the following aspects: combing the development of on-grid pricing in China’s power industry;focusing on analysis of two-part electricity price.Compared with the existing single-type electricity price,the two-part electricity price has many advantages in electricity trading,cost recovery,and optimization of resource allocation,etc.But it can not reflect the benefits of gas-fired power on peak regulation and other auxiliary services.So this thesis proposes a three-part pricing method for gas-fired power which is based on the two-part electricity price.The subsidy price is increased to reflect the indirect benefits of gas-fired electricity.On the basis of the theory of capital time,the pricing model of capacity benchmarking price and electricity benchmarking price is deduced.On the basis of Pigou’s tax theory and Coase’s property theory,the environmental value of gas-fired power is estimated.Compared with coal-fired power generation,this is taken as the environmental subsidy price for gas-fired power generation.The model parameters are selected to analyze their sensitivity and the impact of each factor on the capacity price and electricity price.Through the research,the pricing model of electricity is obtained,and the external influence factors and the internal influence factors of electricity price are determined based on the analysis of the selected data.This provides a reference for the power plant to obtain more benefits by optimizing its own control.
