| With the rapid development of society and economy,the contradiction of regional water use is becoming more and more prominent.Water quantity dispatching is one of the important tools for water resources management in China’s river basins and plays an important role in supporting and guaranteeing social and economic development,but since it has been implemented for a short period of time and has not yet formed a mature dispatching model,some problems still exist in its application.Therefore,it is especially important to study and explore new water dispatching models to support the rational implementation of water dispatching.This paper takes the Han River in Shaanxi Province as the research object,and under the guidance of the concept of smart water,designs the whole process of water dispatching in the information age on a monthly scale,introduces calculation methods based on rule-based reasoning and multi-objective optimization,proposes a Han River water dispatching model,and develops a Han River water dispatching management system based on various information technologies,which provides new ideas for water resources management and water dispatching programm ing in the river basin.The paper provides new ideas and tools for water resources management and scheduling.The main research contents and results of the thesis are as follows:(1)Research and design of a water scheduling model for the Shaanxi section of the Han River.Based on this,we introduced the concept of smart water into the Han River water scheduling,and redesigned the information reporting process and management system of Han River water scheduling under the support of information technology,the scheduling plan preparation method,and the process and means of plan release based on the business process of traditional water scheduling.Redesigned and established the Han River water dispatching model.(2)A water dispatching model based on rule-based reasoning coupled with multi-objective optimization was constructed.Rule-based reasoning was introduced into the water scheduling calculation method and example calculations were performed.At the same time,to compensate for the shortcomings of rule-based reasoning,a multi-objective optimization method was used to solve the water scheduling plan under the changing scheduling objectives.A multi-objective model that takes into account the economy and other industries’ water use was established,solved using the NSGA-Ⅱ algorithm and,based on the evaluation index system established,the Copeland combination weighting method was used to determine the preferred solution as D13 using a combination of three methods:fuzzy preference,gray correlation analysis and set team analysis.(3)The Han River water scheduling management system was developed by integrating the use of various information technologies.According to the design concept of the model and actual needs,the structure and functions of the Han River water scheduling management system were designed in three aspects:data management,scheme preparation and scheme release,and relevant model algorithms were integrated into the back-end of the system,and a web-based Han River water scheduling management system in Shaanxi Province was developed and implemented using the B/S architecture.The combination of the two effectively supports the implementation of the Han River water dispatching business in Shaanxi Province. |
