With the continuous deepening of global trade, the world’s marine transport industry is developing vigorously.Ports,as the beginning and ending nodes of maritime transport, play an important role in maritime transportation. For the terminal, berths and quay cranes are limited operating resources.Only by allocating them reasonably can the efficiency of container terminals be improved, the continuous growth of container throughput be adapted, and considerable benefits be brought to the terminal. In addition, due to the impact of global climate change,People’s awareness of environmental protection has been gradually enhanced, and it is particularly important to implement energy-saving and emission-reduction policies. Most container ships consume fuel, and the carbon dioxide emissions from entering and leaving ports cause certain pollution to the environment, which naturally attracts people’s attention. At present, most of the researches on the scheduling of berths and quay cranes are optimized with the single goal of improving efficiency, and the research considering environmental factors is rare.Based on the above situation, this paper takes into account both the terminal cost and carbon dioxide emissions, and made relevant research on the joint scheduling of berths and quay cranes under the "green port".The specific research contents and results are as follows:This paper analyzes the process of container ships from arrival to berthing, receiving services and finally leaving the port, and establishes a dual-objective optimization model to minimize the terminal costs and minimize carbon emissions. The terminal cost is subdivided into three parts: the cost of deviating from the preferred berth when the ship berths, the cost of quay crane operation and the cost of delaying the departure of the ship.According to the characteristics of the research problem, the NSGA-II(Non-Dominated Sorting Genetic Algorithm with Elite Strategy)algorithm is designed to solve the model, using MATLAB to program the algorithm. The model and algorithm are verified by the simulation calculation of actual data examples. And compared with the calculation results of the single-objective optimization problem,it proves the superiority and effectiveness of the dual-objective optimization problem. In order to make the model closer to the actual operation conditions, this paper to improve the constraint conditions by considering the quay crane interference and the ship’s preferred berth on the basis of the above model, and still uses the designed NSGA-II algorithm to solve the model. Then the model and the algorithm are applied to the specific example, and a new scheduling scheme is obtained after running.Compared with the previous scheduling scheme,it verifies the necessity of considering quay crane interference factors and the effectiveness of the algorithm.
