Since The Investment System Reform had been issued by the National Development and Reform Commission and State Council,non-operating projects invested by government have been required to accelerate the application of ‘agent construction system’.As the number of this modeling-style in the urban rail transit construction has gradually increased,it is of great significance to study the management of urban rail transit projects from the perspective of the Construction Management Agent.Based on the project management practice of the third phase of Shenzhen Urban Rail Transit Line 4,this paper makes a deep study on the quality and safety management witch are determining factors of Failure or Success for the project with the research method of project management theory.The full text is divided into six chapters.The first chapter puts forward the background and significance of this paper.The second chapter expounds the related concepts and theories.The 3rd Chapter Introduces the Relationship between Quality and Safety Management in Construction Projects.The 4th chapter introduces the basic situation of the third phase of Shenzhen Urban Rail Transit Line 4 project.In the 5th and 6th chapters,the quality and safety management of the project are analyzed,and the management methods and effects are studied from the aspects of management planning,implementation,inspection and improvement.The research shows that the project management goal can be achieved by applying the project objective management theory,establishing the appropriate project organization structure model,planning,implementing,checking and improving,and adopting the systematic management method.From this,the innovation result of GCMO(Government,Construction Management,and Operation)agent construction model is obtained.By focus on project management,the government unit(owner),the agent construction unit,and the operation unit cooperate closely.This model not only gives full play to the professional management advantage of the agent construction unit,but also ensures the supervision depth of the government(owners)for the project.And because of the whole process intervention form the operating unit,some quality problems are avoided in advance,the maintenance cost in the operation stage is reduced,and the operation is carried out smoothly after transfer.It could be a meaningful reference for similar construction projects in China.
