The rapid development of China’s freeway is facing the problem of increasing traffic accidents.Governments have established various emergency rescue programs to deal with traffic accidents.Emergency resources serve as the foundation and guarantee for the entire rescue process.Find a way to determine the resources needed based on the details of the incident and allocate them efficiently is the core issue to assist the command center to speed up the disposal progress.Therefore,China urgently needs a set of reasonable resource allocation scheme.Based on an in-depth analysis of the accident disposal process,this paper studies the emergency resource allocation of typical events on the freeway based on road network information and historical data.The main work is as follows:Firstly,by considering the characteristic elements of typical events,and analyze the department’s responsibilities,the requirements of the accident site to establish the correlation between the event and the department resources,then use deep learning methods to discover the potential relationship between typical events and demand resources.This helps the command center to predict the number of resources that different departments need to allocate.Secondly,a method for calculating traffic flow at different time levels is proposed.By analyzing multi-source heterogeneous data such as toll data and basic road conditions,it is developed from three aspects: road segment attributes,spatial correlation of traffic flow,and multi-toll traffic flow prediction.This method can mine the vehicle speed and travel time on different segments,extract the spatiotemporal characteristics of the data source,and estimate the real-time road conditions dynamically and effectively without considering the uncertainty of the road facilities,which helps the road management to reasonably customize the road control scheme,and assists the emergency resources transport to the scene in time.Then,based on the characteristics of the freeway,a road impedance calculation model suitable for the emergency rescue process is constructed.Combined with the queues of vehicles near the accident site,the distribution of lane changing points,and vehicles in transit,the minimum time cost is used as the objective function to calculate the travel costs of different rescue scenarios in the first configuration,secondary dispatch,and secondary accident scenarios,which are scientific and reasonable,and provide a reference for the command center to find the best dispatch plan.Finally,based on the above studies,the emergency case on the Xi-Han freeway in Shaanxi Province was used as a case study for verification.The experimental results show that the method proposed in this paper can better predict the number of various types of emergency resources required at the accident scene,and the rescue point optimization method used can enable rescue vehicles to rush to the scene in a variety of situations at a small cost,to solve the problem of global configuration in the region,and play a good reference role.
