The competition of construction engineering market is becoming more and more fierce.The competitive advantage of construction enterprises in engineering bidding activities is difficult to sustain.The result of competition is accidental and transient,which brings challenge to the operation and development of construction enterprises.Although in the bidding practice,construction enterprises have adopted targeted bidding decision-making method,bidding quotation strategy,identification of key elements of bid evaluation and other means to improve the transient competitive advantage of enterprises in bidding.Most of them only pay attention to the coping competitive strategies adopted by enterprises,but ignore their resources,strategic goals and daily competitive activities,and the relationship between the inner sustainability of management and the transient micro activities of the external competition of enterprises,which leads to the deficiency of continuity and reality of enterprise competitive strategy.Therefore,from the perspective of enterprise capability,this study focuses on the relationship between strategic capabilities and dynamic capabilities in the interaction between internal and external environment,analyses in depth the formation mechanism of transient competitive advantage of construction enterprise in project bidding,and puts forward corresponding countermeasures and suggestions.Based on the competitive strategy management theory and dynamic capability theory,combined with the relevant research on bidding management,this paper discusses the influencing factors of the transient competitive advantage of bidding,constructs the conceptual model of the path of the transient competitive advantage of the construction enterprise in project bidding,and puts forward the research hypotheses.Secondly,based on literature research,questionnaire is designed,and 222 valid questionnaire data are evaluated by using hierarchical regression analysis and structural equation model.The research hypotheses are analyzed and tested,and the key influencing factors and formation path of transient competitive advantage in bidding are revealed.Finally,based on the hypotheses test results,this paper puts forward suggestions to improve the transient competitive advantage of project bidding.The results show that:(1)strategic resources,strategy formulation ability,consensus,coordination and integration,and learning ability have a positive impact on the transient competitive advantage of bidding,and the overall effect is: strategy formulation ability > strategic resources > learning ability > consensus ability >coordination and integration ability.(2)The overall impact of the three-dimension variables of dynamic capability(consensus ability,coordination and integration ability,and learning ability)on the transient competitive advantage of bidding is less than the two-dimension variables of strategic capability(strategic resource and strategic formulation capability);and the direct impact of the three-dimension variables of dynamic capability on the transient competitive advantage of bidding is greater than that of the two-dimension variables of strategic capability.(3)The ability of consensus,coordination and integration,and learning ability play an intermediary role in the relationship between strategic resources,strategy formulation ability and transient competitive advantage of bidding.This study reveals the formation mechanism of the transient competitive advantage of construction enterprise in bidding,which is helpful to enrich and develop the theoretical research of construction enterprise competition management.The research conclusion is conducive to the construction enterprises to build their own strategic resources and improve competitive strategy management,and carry out active,from-the-inside-out,continuous bidding competition activities,to obtain greater competitive advantage.
