| As a resource-rich country,with the continuous exploitation and utilization of natural resources,the economic development of resource-based cities has gradually been restricted by resource depletion.The report of the 19th National Congress of the Communist Party of China pointed out the need to implement the new development concept,build a modern economic system,and clearly stated that it is necessary to support the economic transformation and development of resource-based regions.The main driving force of economic transformation comes from industrial transformation.And some scholars have established an empirical study of industrial transformation indicators and proved that adjusting and optimizing the industrial structure is an important means of promoting industrial transformation,accelerating economic growth,and enhancing economic growth and improving the quality of economic growth.The State Council issued the National Sustainable Development Plan for Resource-Based Cities(hereinafter referred to as the"Plan")in 2013.The "Planning" divides resource-based cities into four types:growth,maturity,decline and regeneration.2020 is the final year of the plan.So what kind of influence will the "Planning" have on the optimization of the industrial structure of resource-based cities?This article attempts to study the "Planning" on different types and The impact of the rationality and advanced degree of the industrial structure of resource-based cities in different regions provides a new perspective for regional economic policy research,and hopes to provide scientific and actionable policy recommendations for the further transformation of resource-based cities.In order to explore the impact of "Planning" on the optimization of resource-based cities’ industrial structure,this article uses a combination of qualitative and quantitative methods,through literature review and theoretical review,and then a mechanism analysis.Finally,the mechanism analysis puts forward the research hypothesis of this article.This paper selects 280 prefecture-level cities and above administrative regions from 2006 to 2018 as the research objects.Through the PSM-DID method,four covariates are first selected for the sample to perform nearest neighbor matching,and then the matched data adopts the double difference method.Established a multiple regression model to study the impact of "Planning" on the high-level and reasonable degree of the resource-based city’s industrial structure.In order to comply with the premise of using the matching method,this article first analyzes the results of propensity score matching,and tests the benchmark regression results through counterfactual tests.Through empirical research,this paper found that the implementation of the "Plan"promoted the optimization of the industrial structure of resource-based cities.In terms of types,the "Plan" promotes the four high-level indicators of the industrial structure of growth,mature,declining,and regenerating resource-based cities,and also promotes the rationalization of the industrial structure of growing and mature resource-based cities;From a point of view,the "Plan" has promoted the advancement of the industrial structure in the eastern,central and western regions and the rationalization of the industrial structure in the western region.In view of the above regression results,this article proposes targeted policy recommendations for the further transformation and development of resource-based cities. |
