Combining the theoretical method of Reservoir flood control operation with modern computer technology to seek the optimal dispatching strategy of reservoir or reservoir groups engineering projects is of far-reaching significance for reducing flood losses,increasing flood control benefits and improving the utilization of flood resources.The Panzhihua City is located at the confluence of the Yalong River and Jinsha River,which is vulnerable to suffer flood disasters.In order to make rational use of the flood control capacity of the Jinping-I and Ertan cascade reservoirs,whom are located at the lower reaches of the Yalong River,and reduce the flood control pressure of Panzhihua C ity,works are as following:Firstly,a combined flood control operation model was constructed,which is aimed at make the flood peaks of Panzhihua City smallest,with the way of make Jinping-I and Ertan cascade reservoirs work according to fixed discharge and staggered peaks operation mode.Besides,a set of initial dispatching plans was drawn up to determine the fixed discharge value of the Jinping I Reservoir and the discharge value of Ertan Reservoir’s lower limit,and selected the dynamic programming algorithm(DP)to solve the model.On the basis of the initial plan,by extending the peak staggering duration and reducing the staggered peak flow,20 groups of programs of cascade reservoirs were combined.Secondly,based on the measured flood data of the main stream of the Jinsha River,SAR(1)model was used to simulate the flood process of one hundred thousand groups of the main stream of the Jinsha River.Combined the discharge flow of Ertan Reservoir in each dispatching plan and the flood series to calculate the flood risk rate of Panzhihua City for 20 sets of plans.Finally,in order to select the optimal cascade reservoir joint operation scheme,selected 8 evaluation indicators,which are the characteristic water levels of Jinping-I and Ertan reservoir and Panzhihua City flood control risk rate,and used the entropy weight-set pair analysis method to evaluate and optimize the two reservoirs joint flood control operation scheme set.The combined dispatching of Jinping-I and Ertan cascade reservoirs for fixed discharge and peak staggering can make rational use of the flood control storage capacity of the two reservoirs,relieve the flood control pressure of Panzhihua City effectively,and provide ideas and references for the two reservoirs when making flood control planning. |
