Research On Water Allocation Calculation Method And Application Of Transboundary Rivers Based On Harmony Theory

Water allocation of transboundary rivers is a key link in the orderly development and utilization of water resources,which is related to the water resources protection and rational water use in the whole basin.Especially in the Yellow River basin,where the contradiction between water supply and demand is prominent,the problem of water allocation is acute and complicated.Water allocation of transboundary rivers affects the water intake of a region or country,and also affect the local economic development.Since ancient times,conflicts or even wars have occurred because of the competition for river water resources.However,the water allocation of transboundary rivers is affected by many factors and involves the cross-application of natural science and social science,which is a systematic engineering.Therefore,under the background of the shortage of water resources,analysis and study the theory of water allocation in transboundary rivers and quantitative methods,unified the idea of the water allocation,reached consensus of the water allocation,formation standard of the water allocation,and simplify the process of the water allocation.It is of great theoretical and practical significance to transboundary rivers water allocation,the development of economy and society,the comprehensive management of water resources and the protection of ecological environment at home and abroad.The domestic and foreign research present situation and existing problems are summarized in this paper,then the study on the theoretical methods and application of water allocation of transboundary rivers is began.The research content mainly includes the following aspects:(1)Study on the theoretical basis of transboundary river water allocation.Based on the concepts of transboundary rivers and the understanding of the distribution,combed the influence factors and harmonious idea of transboundary river water allocation.On the basis,proposed theoretical system of water diversion in transboundary rivers including the object of study,goal of realization,involving areas,policies and laws,the thought,the criterion,the principle and theoretical method of transboundary river water allocation.And used the five elements of harmony theory to interpret problems of transboundary river water allocation,summarized the harmony theory method which can be applied to the transboundary river water allocation.This lays a theoretical foundation for putting forward the method for quantifying water allocation in transboundary rivers on the theory of harmony.(2)The water allocation calculation method for transboundary rivers has been established.Firstly,based on a large number of literatures,the water allocation methods of transboundary rivers at home and abroad are classified and sorted out,and the water allocation experience is summarized.Secondly,according to the theory of transboundary river water allocation,this paper proposes a scheme more comprehensive,dynamic and harmonious water allocation method based on water allocation thought,water allocation principle and water allocation criterion from a macroscopic perspective.Furthermore,using harmony evaluation method and gray forecast model,starting from the mechanism of water allocation set up three levels of elements,to put forward a set of "calculation and optimization" water allocation mode;Finally,based on the theory and calculation method of transboundary river water allocation,a water allocation calculation software is developed through programming,which provides convenience for the popularization of water allocation method and calculation of water allocation scheme.(3)Study on the new scheme of water allocation in the Yellow River.By summarizing the water allocation process of the Yellow River,this paper studies the necessity of adjusting the water allocation scheme of "87" and discusses the adjustment idea.Based on this,the two proposed water allocation methods for transboundary rivers were applied to the Yellow River Basin.According to the analysis of water shortage,water use scale and water use situation based on coordination degree,two new water allocation schemes of the Yellow River were obtained.Through comparative analysis,there is little difference between the two schemes.For the harmonious scheme of water allocation of the Yellow River,the harmony degree has been improved to a certain extent after optimization,reaching 0.80 basically.Compared with the original scheme,the change range is smaller,and the water allocation in the upper and middle reaches has increased,which conforms to the general trend of national development.Finally,according to the calculation results and the actual situation of the Yellow River,the guiding suggestions for water distribution are given.
