Green Degree Evaluation Of Highway Route Selection In Heilongjiang Province

Highway is an important pillar of national and social development.With the increasing mileage of construction year by year,the level of green and sustainable development of highway has been paid more and more attention.In March 2021,the Outline of the 14th Five-Year Plan once again mentioned the need to continue to promote green economic and social development.The direction of highway routes is closely related to the green and sustainable development of the environment and society.Moreover,under the influence of severe cold climate,highways in Heilongjiang Province are more likely to produce freezing damage when interacting with the environment and other factors that reduce the road operation capacity.Therefore,green route selection is imperative.The green degree evaluation of highway route selection in Heilongjiang Province studied in this paper can guide the highway of Heilongjiang Province to stride forward towards the green development blueprint in the route selection stage.This paper sorts out the regional characteristics of Heilongjiang Province and the characteristics of highway projects,the principles and green connotation of highway route selection,and relevant policy documents,and condenses the concept of greenness of highway route selection in Heilongjiang Province and its influencing factors.Select indicators and establish a green evaluation index system for highway route selection in Heilongjiang Province led by five first-level indicators of resource conservation,ecological environment protection,energy saving and high efficiency,service improvement,and disaster prevention in cold areas.The evaluation index system adopts improved group decision-analytic hierarchy process to assign weights,establishes the green evaluation model of highway route selection in Heilongjiang Province based on the Vague set,and determines the evaluation grading standard for the green degree of highway route selection.Finally,there are two alternatives for the Jinshan Forestry Section within the Hushi Section of the National Highway Dan-A Highway,two alternatives for the Laoyeling Section within the Jidong Section of the National Highway Dan-A Highway,and three alternatives for the Qiannen Highway from Bei’an to Wudalianchi Scenic Area.The plan uses the Heilongjiang Province Highway Route Selection Green Degree Evaluation Model to evaluate the green degree,to verify the practical significance of the model,and to provide an effective decision-making reference for the Heilongjiang Province Highway Route Selection Green Degree Evaluation.
