Abstract/Summary:
In the context of the acceleration of urbanization process,the construction industry will play a more important role in Chinese economic development.Due to the uneven development level of productivity and safety production in the construction industry in various regions,the overall situation of the country construction industry safety production is very serious.Therefore,it is necessary to comprehend the macro discrepancy in the safety production level of various regions in the country and figure out the influencing factors that construction enterprises should focus on in the production process.This paper takes the perspective of regional and construction enterprises,building up a dynamic evaluation system of the regional construction safety production level on the basis of the principle of security accident statistics results.The key is introducing the time-weighting average operator known as“TOWA”to the TOPSIS model.The construction safety production levels have been evaluated.The result suggested the construction safety production level in the central regions is best.Many provinces can be divided into the deficient level.According to the theory of safety management system,the basic system of safety production performance indicators of construction enterprises was built up from five aspects:safety behavior and awareness,safety environment,safety equipment,safety management and safety results.Through expert scoring and AHP to obtain index weights,using weights to exclude some indicators.Thus the construction company’s safety production performance KPI system was determined.Secondly,The structural equation model is used to clarify the mutual effects of the factors affecting the safety production performance of construction enterprises.Among them,safety management has the greatest total effect on other indicators.In addition,The direction and impact degree of each level of indicators on safety production performance are clarified.The impact of each first indicators on safety performance ranked qualitatively is:safety management,safety environment,safety behavior and awareness,safety results,safety equipment.At the end of this paper,based on the research conclusions,recommendations are proposed in a targeted manner.At the macro level,it is recommended to adopt a technology priority,management priority,and policy priority strategy for areas with good,low,and low levels of safety production.At the micro level,it is recommended that construction companies should focus on controlling key influencing factors in the production process,focusing on improving safety management and establishing long-term safety production assessment mechanisms.
