The new energy vehicle industry has begun to take shape with great support from the state,and has achieved considerable development.However,some parts and components are still highly dependent on foreign investment,key core technologies have not yet been completely broken through,the product level is not high,and the market control is weak,which seriously restrict the development of the new energy vehicle industry."Industrial independent controllability" is derived from the trend of opening to the outside world and globalization.The basic concepts and extensions have not yet been standardized.The self-controllability of the new energy vehicle industry defined in this article means that the industry develops its own control and is not subject to others.It focuses on a key core technology,a market system with price control and core value chain control.Industrial autonomous controllability involves multiple participants,and the relationship is complex.Its realization is basically to solve the problem of interest formation and redistribution.On the basis of building an industrial independent controllable theoretical framework,build a core technology breakthrough and the entire industry chain.The interest balance mechanism seeks to determine the key factors that affect the industry’s autonomous controllability in order to achieve a balanced interest among multiple parties and provide a basis for guiding the independent and controllable development of the new energy vehicle industry.Firstly,the paper proposes a theoretical framework for the autonomous controllability of the new energy vehicle industry.Identify the factors that affect the autonomy and controllability of the new energy vehicle industry through the fishbone diagram,focusing on analysis from the aspects of industrial policy,core technology,and market construction;at the same time,it analyzes the actual criteria for multi-agent participation in the autonomy and controllability of the new energy vehicle industry On the basis,it clarified that the independent controllability of the new energy vehicle industry needs to achieve multi-layer equilibrium from the core technology breakthrough and the entire industry chain.Then,the game relationship between the core technology breakthrough and the entire industry chain is analyzed separately.Lay the foundation for the construction of interest balance mechanism.Secondly,to build a multi-agent evolutionary game model of "government-vehicle-enterprise-institution" for core technology breakthroughs,the key to breakthroughs in core technology is solved by analyzing the profit and lossrelationship between the players in the game and the conditions for progressive stability.The research results show that the main factors affecting the core technology breakthroughs in the new energy vehicle industry include the government’s incentives for enterprises and academic institutions to invest in innovation,the industry’s value-added benefits,the additional cost of enterprise investment,and the company’s current opportunity loss.Thirdly,from the perspective of market construction,build an independent and controllable super network equilibrium mechanism for the new energy vehicle industry for the entire industry chain,and analyze the basis of the optimal behavior and equilibrium conditions of suppliers,manufacturers,retailers,consumer markets,and recycling companies.On the basis of research on the optimal conditions for global optimization,the simulation results show that to achieve independent and controllable,it is necessary to improve industrial policies and weaken subsidies;strengthen infrastructure construction;increase the technological innovation of enterprises;improve the conversion rate of battery recycling;and properly handle recycling the relationship between the enterprise and the manufacturer,etc.On the basis of the above research,combining theory and practice,it proposes independent and controllable guidance strategies for the new energy vehicle industry,including improving the industry policy guidance system,building a technological innovation model,and optimizing the market to build a healthy ecology.
