| At present,the reform of mixed ownership of state-owned enterprises has entered a critical stage,by studying the typical case of the mixed reform of state-owned enterprises in China,it is helpful to summarize the characteristics of the development of state-owned enterprises in theory,and to summarize the general law of the reform of state-owned enterprises in a step-by-step way.In this paper,BAIC New Energy is chosen as the main research body.BAIC New Energy is a municipal enterprise owned by The State-owned Assets Supervision and Administration Commission of Beijing.Besides,it one of the first pilot enterprises in China to carry out mixed ownership reform.Under the background of the reform of mixed ownership of state-owned enterprises advancing in depth,BAIC New Energy has advanced the reform of mixed ownership at multiple levels and realized the process of asset securitization,which is typical and representative.First of all,on the basis of expounding the purpose and path of hybrid reform,this paper introduces the process of hybrid ownership reform of BAIC New Energy "three steps".Secondly,this paper focuses on the characteristics of BAIC’s new energy mixed ownership reform,and makes a detailed analysis of the motivation,path selection and shell listing scheme design,and evaluates the improvement of operating efficiency after the completion of the mixing reform.Finally,this paper offers corresponding suggestions from the enterprise level and the government level: First,enterprises should seek truth from facts and choose the appropriate path of mixing reform;second,SOEs should continue to pay attention to the improvement of business efficiency after mixing reform;third,the government should continue to actively promote mixed ownership reform,and fourth,the government should create a fair market environment and improve the market legal system.Through the systematic analysis of the motivation,path and mixed reform performance of BAIC’s new energy implementation,this paper summarizes the characteristics of the mixed reform path,the obstacles encountered in the process of mixing and means of solving,providing experience and ideas for mixed ownership reform of similar stateowned enterprises. |
