In order to reduce environmental pollution,countries around the world have been seeking renewable resources that can replace fossil energy for power generation in the past decade.Wind power is an important renewable energy power generation method,an important part of Chinese new energy strategy,and an important way to change Chinese traditional energy structure,and meets the requirements of Chines economic green development and high-quality development.In recent years,Chinese wind power installed capacity has expanded rapidly.What is the performance of the industrial market corresponding to this rapid development? How does government subsidies affect industrial market performance by affecting corporate behavior? This is an important subject to be studied in the development of Chinese wind power industry.This paper mainly uses the annual report data of listed wind power companies from2014 to 2018,and combines two efficiency evaluation models to comprehensively evaluate the market performance of the wind power industry.In the static efficiency evaluation,the DEA-BCC model was used to measure the comprehensive technical efficiency,pure technical efficiency,and scale efficiency.The empirical results show that from 2014 to 2018,not all companies in Chinese wind power listed companies are in DEA.Most of the companies have higher pure technology efficiency values,but lower scale efficiency values,which affect the comprehensive technology efficiency values.The main reason for the low.The dynamic efficiency evaluation uses the Malmquist index model.The empirical results show that the scale efficiency value changes greatly,which further validates the conclusion of the static efficiency evaluation.Both evaluation methods point out that the current performance of Chinese wind power industry market is unsatisfactory,mainly because the scale efficiency of wind power companies is relatively low.The paper also uses the panel Tobit model to calculate the effects of fiscal subsidies and tax incentives on comprehensive technical efficiency,pure technical efficiency,and scale efficiency.Based on the above analysis,the suggestions given in this paper are as follows.Starting from the impact of financial subsidies on the performance of the wind power industry market,it is proposed that:(1)The total amount of financial subsidies should be reduced,and price subsidies should be tilted toward research and development subsidies;(2)Improve relevant laws and regulations,strengthen institutional supervision,and disclose the application conditions and procedures of enterprises in a timely manner To ensure the principles of fairness and impartiality;(3)Formulate financial subsidy policies according to the stage of enterprise development,regulations must be specific and clear,and the application process should be simplified.Starting from the impact of tax incentives on the performance of the wind power industry market,it is proposed that:(1)Adjust the tax structure and gradually eliminate VAT collection and reduction;(2)Moderately increase tax incentives and transfer fiscal subsidies to tax incentives;(3)Effects of other power generation methods are levied environmental taxes. |
