Study On The Safety Evaluation And Construction Of Urban Drinking Water Sources In Jiexiu City

Drinking water safety is closely related to the physical and mental health of human beings.It is the biggest concern of the people,and it is also the major concern of the country and the government.In recent years,with the rapid economic and social development and the acceleration of urbanization,water resources shortage,water quality pollution and water ecological environment deterioration and other problems are becoming more and more serious in Jiexiu city.In order to ensure the safety of urban water supply,it is must attention to the safety construction of water sources.Based on the investigation of the current situation of urban drinking water sources area(Chengqu and Xingdi water sources)in Jiexiu city,combined with the geological environment conditions of water sources,31 safety evaluation indexes were selected from five aspects: water quantity,water quality,ecology,monitoring and management,and emergency response capacity.In this paper,22 indexes were selected by grey correlation method and expert judgment method,and the safety evaluation index system of urban drinking water source in Jiexiu city was established.Based on order-relational analysis,analytic hierarchy process,membership function method and fuzzy comprehensive evaluation theory,water sources safety evaluation model is established to evaluate the safety of water sources.According to the result of safety evaluation,the corresponding safety construction measures are put forward for the safety problems and hidden dangers in the water source.The main research conclusions are as follows:(1)Urban drinking water sources of Jiexiu city over mining,has formed the Chengqu-Songgu over-mined area.And it has potential pollution sources of water quality,low vegetation coverage,imperfect monitoring and management system,and lack of emergency water sources and emergency monitoring capacity.(2)The safety evaluation system for drinking water sources in Jiexiu city consists of 22 indicators,among which 6 indicators are water quantity safety,including the engineering water supply capacity,groundwater exploitation rate,daily domestic water consumption per capita in urban,water consumption for industrial added value,per mu average water consumption for agricultural irrigation and annual average precipitation.There are 6 indicators of water quality safety,including water quality category,urban domestic sewage treatment rate,industrial wastewater treatment rate,industrial solid waste disposal utilization rate,agricultural fertilizer application load and pesticide usage per unit cultivated area.There are 4 indicators of ecological safety,including vegetation coverage rate,harmless treatment rate of domestic garbage,water and soil erosion control rate and soil salinization degree.There are 4 indicators of monitoring and management safety,including fund guarantee,safety monitoring,protection zone management and pipeline network leakage rate.There are 2 indicators of emergency capacity safety,including emergency water source and emergency monitoring capacity.(3)The fuzzy composite index value of the two drinking water sources is 1.5619 and 1.6307 respectively,and the evaluation results are safe.(4)There are still hidden dangers in the current water sources,and the following measures are put forward for the safety construction of the water supply area: in terms of water quantity,it should reduce the water consumption of industrial added value,construct the Jiexiu city water network project,establish the water supply dispatching and allocation scheme,and advocate water conservation;In terms of water quality,it should close management and comprehensive treatment of non-point sources;In terms of ecology,it should improve the harmless disposal rate of domestic garbage and vegetation coverage rate;In terms of monitoring and management,it should establish automatic monitoring system and carry out investigation monitoring,construct modern water resources information management system and strengthen supervision of departments.In terms of emergency response capacity,it should establish emergency water sources and improve emergency monitoring capacity.
