| China’s social and economic development has been rapid since the reform and opening up,and the motorization rate of large cities has also been rising.The private car shows the characteristics of "fast growth,high density of aggregation,and high use intensity",and the number of private cars in China exceeded 200 million at the end of 2019.Although city managers are constantly increasing the supply of road resources,their growth rate still cannot match the increase in traffic demand.The traffic congestion problem caused by the increasingly imbalanced supply and demand has become a major problem facing cities.How to get rid of the curse of "Downs Law" and use traffic demand management strategies to solve traffic problems has become the current key research direction.This article starts from the perspective of balanced use of road space resources,drawing on Shenzhen appointment-based traveling project,and try to propose a brand-new traffic demand management strategy—the right of way reservation.The article explained the concept of the right of way reservation,analyzed the implementation ideas,applicability and strategic advantages of the right of way reservation,designed the operation logic of the whole process of the right of way reservation,and put forward a series of suggestions to ensure the implementation of the strategy based on the results of the public acceptance questionnaire survey.For the setting of reservation threshold,this article proposed using the fuzzy clustering method to divide traffic flow based on the Three-Phase Traffic Flow Theory,then selected the reservation threshold at the critical point of free-flow and crowded-flow.The calculation method was applied to the case of Wenming Avenue.At the last,the article established an effect evaluation system for the right of way reservation based on the feasibility assessment,the transportation function assessment,the social-economic benefits assessment,and the urban environmental impact assessment.The right of way reservation is an innovative strategy to break the traditional extensive traffic demand management and could provide new ideas for city managers to solve traffic congestion problems by controlling traffic demand flexibility.It has certain engineering practical significance. |
