Research On Cost Management Of Barracks Project Based On Value Chain

Reasonable control of barracks project cost is conducive to saving national resources and military construction project cost.The value chain analysis method puts forward that we should grasp the key value-added activities in the production and operation activities,so as to achieve twice the result with half the effort.In this thesis it studies the cost management of barracks project based on value chain in order to effectively control the construction investment of barracks project.According to the analysis of value chain,cost management and other related theories,based on the perspective of barracks project construction unit,combined with the current situation of barracks project cost management in China,in this thesis it constructs the value chain model of military barracks project cost management,aiming at the rational use of limited resources to maximize the project value,and puts forward the idea of improving the project cost management.Through the establishment of the external value chain of project cost management,in this thesis it studies the coordination management between the construction unit and the stakeholders in each stage of project construction,and puts forward the cost management methods that are conducive to the value-added of the project;then analyzes the internal value chain of the project,and through the establishment of the fuzzy linear programming model,analyzes the value activities in the internal value chain.The capital cost is analyzed quantitatively,and the optimal allocation of capital cost of each value activity is calculated to ensure the maximum value-added goal of the project.Finally,the established value chain cost management method and data model are applied to the actual case of barracks construction project.Under the premise of realizing the maximum value of the case project,the investment cost is effectively reduced,and the practicability and effectiveness of the model are verified with the actual data.The conclusion shows that in the construction process of barracks project,we should make a scientific and reasonable cost management plan,attach importance to the contract management of each stage,strengthen the incentive and restraint mechanism,build a cost management model based on value chain,and improve the cost management effect of barracks project guided by maximizing the value-added of the project,so as to improve the economic and military benefits of government funds.
