Study On Bidding Scheme Of Construction Material Procurement For Dalian Metro Line Five

This paper focuses on the design and implementation of the bidding scheme for material procurement of PPP construction project in Dalian metro line five.It analyzes the present situation and common problems of the procurement of materials in the construction project,and uses the literature reading method,the normative theoretical analysis method,the empirical investigation analysis method and so on,with the aid of the project.To manage the relevant theories and tools,design the bidding scheme for the construction of Dalian metro line five,and put forward the measures of quality,cost and risk protection in the implementation of the project.The main research contents include the following 3 aspects:(1)The current situation and problems analysis of construction project procurement.This part mainly introduces the present situation of the construction project material purchase bidding management,and analyzes the existing problems from the bidding documents,the bidding organization,the bid evaluation and the bidding supervision and so on,and reveals the key and perfect contents of the next step of the design of the bidding scheme and the management countermeasures.(2)Design bidding plan for material procurement of construction project of Dalian metro line five.On the basis of full empirical investigation of the actual situation of the construction project of Dalian metro line five,the management requirements are put forward from the aspects of institutional setting,purchasing demand,bidding plan,bid supplier and contract settlement around the project materials procurement management system and procurement planning and design of materials procurement.In the analysis of the common problems in the movement,the management countermeasures of "bidding documents based on customer demand,paying attention to efficient bidding activities,winning bid evaluation and marking and ensuring the compliance and fairness of the bidding process" are put forward.(3)Proposals for ensuring the implementation of the material procurement bidding scheme.From the two dimensions of material purchase bidding project and bid bid object,three aspects of quality,cost and risk are formulated to ensure the implementation of the bidding scheme of material purchase,thus promoting the realization of the management target of the material purchase bidding project.Through the research on the design,implementation and control of the material purchase bidding scheme for the construction project of Dalian metro line five,some pertinent management countermeasures and control measures have been obtained,which have good practical guiding significance for the construction of the project materials procurement bidding.It is hoped that this study can play a useful reference to the construction project of Dalian metro line five,the similar construction enterprises or the construction projects of PPP.
