Risk Analysis And Insurance Design Of Power System Network Attack

In recent years,security incidents in the energy field caused by cyber attacks have occurred frequently in the international context,seriously jeopardizing economic development and social stability.As an important tool for risk management and social governance,insurance is an important means for the power system to deal with the risk of network attack.However,from the present point of view,The network attack insurance for electric power and other industrial Internet fields is basically in a blank stage.So the prospective research of power system network attack insurance is of positive significance to the safe operation of power system in China.Based on the characteristics of the power system and its dependence on the network,this paper firstly analyzes the special risk of network attack,and draws the conclusion that network risk cannot be completely eliminated by existing risk management means,so it is necessary to introduce insurance mechanism.Secondly,it summarizes and uses the development of network attack insurance at home and abroad for reference,and analyzes the feasibility of network attack insurance for power system from the aspects of policy and legal basis,market demand and market supply situation.Thirdly,this paper provides a preliminary scheme for the design of power system network attack insurance,including how to define risk events,how to set the scope of responsibility,how to select pricing strategies,what additional services are needed,etc.Finally,this paper puts forward some Suggestions on the development of power system network attack insurance from the perspectives of government,regulation,industry and insurance companies.
