Influence Of Environmental Protection Tax On Green Technology Innovation In Thermal Power Industry

Under the background of advocating green concept and developing green economy,the environmental problems caused by heavy polluting industries in the process of production and operation have become the focus of people’s attention.China’s thermal power industry mainly uses coal to generate electricity,but the harmful gases such as sulfur dioxide and nitrogen oxide emitted by coal combustion as well as pollutants such as soot will cause serious pollution to the environment,making the thermal power industry,as a major polluter,face severe challenges.On January 1,2018,the environmental protection tax law of the People’s Republic of China formally implemented,this is not only to the improvement of the system of discharge,but also can further promote the enterprise external environment cost internalization,promote the enterprise green technology innovation,reversed transmission green transformation and upgrading of enterprises,help to solve the problem of enterprise sewage pollution to the environment.Under the background of environmental protection tax collection,the thermal power industry as a key polluter will undoubtedly be greatly affected,and its scientific development is also facing higher requirements.In this paper,the environmental protection tax,thermal power industry and green technology innovation and other related concepts are elaborated,and supported by externality theory,Pigou tax theory and "Porter hypothesis",the mechanism of environmental protection tax on green technology innovation of thermal power enterprises is analyzed in detail,and hypotheses are proposed based on the above theories and analysis.Secondly,the evolution of China’s environmental protection tax and the status quo of the development of thermal power industry.And then taking A-share thermal power enterprises listed in Shanghai and Shenzhen stock markets from 2016 to 2020 as research samples,the model is established to study the impact of environmental protection tax on green technology innovation of thermal power enterprises through empirical analysis,the following conclusions:（1）the green environmental protection tax for thermal power enterprises technology innovation has significant positive incentive effect,and this effect has A certain lag.（2）The positive incentive effect of environmental protection tax on green technology innovation of large-scale thermal power enterprises is stronger than that of small-scale thermal power enterprises.（3）There is a significant positive correlation between environmental protection tax and green technology innovation of thermal power enterprises in developed areas,but no significant correlation between environmental protection tax and green technology innovation of thermal power enterprises in less developed areas.（4）After the implementation of the Environmental protection tax law,the positive impact of environmental protection tax on the green technology innovation of thermal power enterprises is weakened compared with the previous sewage charge.Finally,from the perspective of encouraging the green technology innovation of thermal power enterprises,promoting the green development of thermal power enterprises and improving the environmental protection tax system,corresponding policy suggestions are put forward to enterprises and the government respectively.Enterprises should make full use of tax incentives and other policies,strengthen the awareness of green technology innovation,strengthen external cooperation to promote the output of enterprise innovation results;The government should further improve the environmental protection tax law,strengthen collection and administration,and issue relevant policies to provide financial support and policy support for enterprises’ green technology innovation.
